The zoning encourages more Multi Family Residential, Mixed Use, and Mixed Business Manufacturing in the CRA. In comparison to citywide, Single Family Residential and Recreation zoning designations are more prevalent outside of the CRA (Table 1 3 and Map 1 7). In comparison to citywide, Low Density Residential, Recreation, and Civic, Institutional, and Utility future land uses are more prevalent outside the CRA (Table 1 4 and Map 1 8). The effective year built provides insight into when significant renovations or redevelopment, if any, took place and helps illustrate clusters of parcels that have the potential or need for rehabilitation/redevelopment/ development to occur. Table 1 5 and Map 1 9 show that the CRA consists primarily of buildings constructed in 1980–1989 and 2000–2009, mostly along Miracle Strip Parkway and within the center of the CRA, followed by a dramatic decline in construction during the last several years, partly due to recovery from the economic downturn and not having a full decade’s worth of construction, in comparison to citywide, where most of the buildings were constructed between 1960 and 1969, with a steady construction pace until 1989 and then a decline in the 2000s. Overall, there was a greater percentage of the CRA developed in the last decade than citywide. The majority of the approved developments are commercial uses and some mixed use, residential, industrial, and government uses. The development trends to higher density mixed use and commercial developments within the CRA and the Downtown Core will translate to more residents; therefore, providing affordable/ workforce housing within these high density/ mixed use developments is essential to meet the needs of present and future residents and workers, as well as to create an aesthetically pleasing urban environment with multi modal connections within the CRA.
