Subject: 2011 -33 Brownfields Designation
1.
1. 1. On March 9, 2010, City Council approved funding for the demolition of the existing
structure and payment of back taxes at 25 Miracle Strip Parkway SW.
1. 2. In late 2009, the City applied for and received a Targeted Brownfields Assessment
grant which provided funding to complete a Phase 11 Environmental Site Assessment.
The final report, completed in November 2010, concluded that contamination exists on
the site and remedial action is needed.
1. 3. On January 25, 2011, City Council approved the submittal of a grant application with
the West Florida Regional Planning Council for U. S. EPA Brownfields clean -up funds.
In June 2011, EPA notified the City that an award was made in an amount up to
200, 000 for site remediation.
2. DISCUSSION:
2. 1. The City is currently developing a scope of work for the site remediation to proceed
with cleaning up the contamination that was discovered during the Phase II
Environmental Assessment.
2. 2. The first step in the process is to designate the property a ` Brownfield area" in
accordance with Section 376. 80 of the Florida Statutes.
2. 3. Once the property is designated, the City will enter into a Brownfield Site
Rehabilitation Agreement (BSRA). The approved remedial action plan will be prepared
and implemented with the goal of obtaining a Notice of "No Further Action' from the
Florida Department of Environmental Protection and ultimately returning the property
to a marketable use.
3. FINANCIAL INFORMATION:
3. 1. The attached resolution has no direct financial impact to the City. However, the U.S.
EPA Brownfields giant requires a 20% cost share, which will be provided through in-
kind services and CRA fund balance.
4.
4. 1. Staff recommends approval of Resolution 2011 -33 to designate 25 Miracle Strip
