STATEMENT OF ISSUE: Approve a request from John Brato owner of Best Western of Fort
Walton Beach to obtain a Qualified Beach Vendor Certificate to provide beach chair and
umbrella rentals on designated public beaches on Okaloosa Island. This is a renewal application.
BACKGROUND and ANALYSIS: John Brato, owner of Best Western of Fort Walton Beach,
has met the requirements specified in Ordinance No. 13-07, County Recreation Areas; Section 8:
Commercial Activity on Public Lands and Section 10: Permit for a Designated Beach Property to
obtain a Qualified Beach Vendor (QBV) Certificate. Granting this request will permit said
business to conduct commercial beach chair and umbrella rentals on a designated public beach.
Because the staff of Best Western of Fort Walton Beach is providing beach chair/umbrella
rentals to their own clients, no QBV Beach Vehicle Permit was requested.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Approve Qualified Beach Vendor Certificate 0038 for the calendar
year of 2015 (15QBVC0038) to John Brato owner of Best Western of Fort Walton Beach for
beach chair and umbrella rentals on the public beach.
