STATEMENT OF ISSUE: The Department of Growth Management seeks approval for the
Chairman to 1) certify the 2015 National Transit Database (NTD) Annual Report, 2) certify the
2015 NTD Safety & Security Report 3) approve request for the Chairman/CEO to certify future
NTD Reports upon completion by the Growth Management Transit Coordinator/Grants
Manager, and 4) Authorize the Office of Contracts and Grants permission to submit all Chairman
certified NTD reports on behalf of the Chairman.
BACKGROUND: Recipients or beneficiaries of grants from the Federal Transit Administration
(FTA) under the Urbanized Area Formula Program (§5307) or other than Urbanized Area
(Rural) Formula Program (§5311) are required by statute to submit data to the NTD. Further,
each transit agency is required to submit Safety and Security CEO certification form (S&S 20).
The Chairman of the Board of Commissioners, as the CEO is required to certify and submit the
reports on an annual basis. The S&S 20 form tallies the number of incidents, injuries and
fatalities that the transit agency reported throughout the year. By completing the S&S 20 form,
the County is attesting that this Safety and Security data is accurate. Only the CEO's user name
can submit the S&S-20. Both reports can only be submitted online utilizing the Department of
Transportation's Appian for Transit Administration system.
OPTIONS: The Board may authorize the requested actions or choose not to do so; however,
choosing not to do so will jeopardize the County's ability to receive federal transit grants.
RECOMMENDATIONS: The Department of Growth Management recommends the Board 1)
approve the request for the Chairman to certify the 2015 NTD Annual Report, 2) certify the NTD
Safety & Security Report (S&S-20),3) approve the request giving the Chairman authority to
certify future NTD Reports upon completion by the Growth Management Transit
Coordinator/Grants Manager, and 4) Authorize the Office of Contracts and Grants permission to
submit all Chairman certified NTD reports on behalf of the Chairman.
