BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 15, 2013
TO: Honorable Chairman and Members of the Board
FROM: Kay Godwin
SUBJECT: County Attorney Recruitment
DEPARTMENT: Human Resources
BCC DISTRICT: All
STATEMENT OF ISSUE: Update on the status of County Attorney recruitment and
request guidance on a process to review proposals from firms and applications for
employment.
BACKGROUND: The current County Attorney submitted his resignation to be effective
July 1, 2014. The vacancy announcement to recruit for the position of County Attorney
as a county employee was first posted on August 15, 2013. It is posted as “continuous”
as opposed to having a closing deadline to apply, so we are continuing to accept
applications for employment. To date, we have received approximately 33
applications.
On September 3, 2013, the Board directed staff to also accept proposals from firms who
might wish to provide the County Attorney services through a “hybrid approach” with a
private law firm. A Request For Letters of Interest For Legal Services as County
Attorney for the Okaloosa County Board of County Commissioners is in the review
process of being issued through county Purchasing. Letters of interest with
proposals/qualifications from any firms wishing to provide this service will be accepted
for a 30 day period.
OPTIONS: At this time, the Board could consider a process for reviewing applications
and proposals from firms. As a contracted position working directly for the Board, there
is no established procedure in place, providing flexibility to the Board in this process.
The Board could consider appointing a screening committee to review applications and
proposals from firms. This committee could screen each pool, providing the top three to
five applications and three to five firms for review by the Board.
Suggested screening committee: Commissioner Nathan Boyles, County
Administrator Ernie Padgett, Human Resources Director Kay Godwin, and a
representative from the local Okaloosa Bar Association. A representative from
Purchasing would facilitate the review of proposals from firms.
RECOMMENDATIONS: Provide guidance on a process to screen applications and
proposals for County Attorney.
