Subject: RE: Camp Rudder Generator & Automatic Transfer Swich - WS 67-15 Bid Award
Attachments: DOC081015-081015.pdf
Zan,
This email serves as our department's recommendation on the Camp Rudder Generator & Automatic Transfer Switch
(ATS) bid - County Bid No. RFB WS 67-15.
Although Purchasing received a total of five (5) bids for the project, two (2) of the bids are considered non-responsive
due to the failure to include the required bid security, proper bid forms and required certifications, forms and
statements. Therefore, only three of the five bids were considered by Purchasing staff to be responsive and responsible.
A tabulation of the three (3) responsive bids is attached.
Of the three (3) responsive bids, Energy Systems Southeast, LLC (ESSE) submitted the lowest bid. However, they included
a note on the bid quotation stating that fuel was not included in their bid. The project specifications clearly state that
fuel for testing and a full tank of fuel upon project acceptance is required. ESSE have submitted a revised quotation that
clearly states that fuel is included at the original bid price (see attached letter).
We concur with the recommendation from Polyengineering to award the bid to the lowest most responsive and
responsible bidder, Energy Systems Southeast, LLC {ESSE) for a lump sum total of $40,697.00. A copy of the the
recommendation letter from the Engineer-of-Record, Polyengineering, is attached.
Jeb Chessher will be sending you a copy of the appropriate budget page, as well as narrative language for use in your
agenda request.
