BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 21, 2014
TO: Honorable Chairman and Members of the Board
FROM: Rick Owen
SUBJECT: County facilities construction projects
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff requests consensus from the Okaloosa County Board of
County Commissioners on going forward with the three facility construction projects.
BACKGROUND: Over the course of several Board meetings, the commissioners have
discussed completing the three construction projects shown below. Staff continues to research
and develop the details of each project and will proceed with completing each if the consensus of
the Board is to do so.
- Crestview Courthouse: Staff recommends going forward with renovations to solve the
current ADA, space needs and security concerns with the building. Constructed in 1953
and last added to in 1962-63, this facility needs renovation and expansion to serve the
needs of its users, as well as to accomplish numerous system upgrades to resolve various
short-term fixes over the years with the end result being a fully-functional courthouse.
- County Facility at former Shalimar Annex location: Staff recommends demolishing
current facility and constructing a new building to house the Property Appraiser, Tax
Collector, and BCC departmental offices currently in the Water & Sewer Building, with
the intent being to eliminate rent payments. In preparation for this move, the County
Administrator continues to work with the judges and expects to receive favorable support
by Friday, January 24, 2014.
- New Sheriff facility at the Sheriff’s Shalimar administrative campus: Based on Board
direction, staff has gone out for bids on a 2-story, 10,000 square foot office building to
house the Sheriff’s Investigations with the intent to eliminate currently rented space.
RECOMMENDATIONS: Staff requests the Okaloosa County Board of County Commissioners
consider the three facility construction projects and reach consensus to commit to completing
each.
