DISTRICT FOR 9.42 ACRES ON LOG LAKE ROAD IN HOLT, JRW
INVESTMENTS (6:30 P.M.)
Mr. Stanford read the advertised legal notice for public hearing
to consider the requests submitted by James R. Watts as agent
for JRW Investments, LLC to amend the Future Land Use Map (FLUM)
designation from Industrial (I) to Commercial (C) for 9.42 acres
located at 4367 Log Lake Road in Holt. If approved the
petitioner also requests the subject property be rezoned from
Industrial (I-1) district to General Commercial (C-3) district
or a more restrictive zoning district.
Mr. Dowd stated changes to the Comprehensive Plan FLUM and
zoning districts are quasi-judicial proceedings. He asked for
any individuals who plan to speak during these hearings to now
stand and be sworn in.
Mr. Elliot Kampert, Growth Management Director, noted the
subject parcel is the site of a vacant convenience store and was
previously used for commercial purposes. To date, no objections
have been received. Mr. Kampert reported the Planning
Commission voted unanimously to approve the requests at its
December 13, 2012 meeting. He added that the military
representative had no comment. Mr. Kampert said staff does
recommend approval.
Mr. Scott Spies, JP Engineering, stated he represents Mr. Watts
and will be happy to answer any questions. No one else in

the requests.

IN CRESTVIEW, KEVIN R. DUCK (6:30 P.M.)
Mr. Stanford read the advertised legal notice for public hearing
to consider the requests of Kevin R. Duck to amend the FLUM
designation for 1.18 acres located near Lake Silver Road and

Density Residential (LDR). If the FLUM designation is approved,
the petitioner further requests the subject property be rezoned

needed to “in-fill” the large tract in order to develop a
subdivision. He stated no objections have been received and the

no comment and county staff recommends approval.

SHERIFF’S OFFICE – RESUBMITTAL OF LETF FUNDING REQUEST
Major J. D. Peacock presented for consideration a resubmitted
application for Law Enforcement Trust Funds (LETF) from S4P
Synergy. The amount requested is $3,690. The funds will be used
specifically for drug treatment, drug abuse education, crime
prevention, safe neighborhoods, or other law enforcement
purposes. He advised that he will let the request stand on its
own merit. Major Peacock noted that Mr. Parisot designed the
new form and Sheriff Ashley agreed to its use.
Mr. Amunds stated that if the Board is going to introduce any
forms, they should be presented to the full Board for review and
approval before being put into service. Mr. Harris made motion,
seconded by Mr. Parisot, to approve the new form (OCSO/BCC Form
01/2013). 5 yeas.
Mr. Boyles stated that he did take issue with this request the
last time it was presented and his concern was more of substance
over form and said the request is a noble one. He renewed his
desire to use the LETF monies for School Resource Officers
(SROs). Mr. Boyles pointed out the Board will be looking at
possibly tapping into Reserves to fund additional SROs for the
elementary schools and stressed the Board should resist spending
these LETF funds.

Mr. Amunds commented he had spoke with either Sheriff Ashley or
Major Peacock to verify that 15% of LETF must be returned to the
community. The Sheriff’s Office will determine if that 15%
applies to calendar year or fiscal year and will forward that
information to the Board. He said it may be possible to set
aside a 15% cap on the funds for community
events/projects/sponsorships and retain the remainder for SROs.
Upon inquiry, Major Peacock stated there is between $30,000 and
$35,000 left in the fund.
Mr. Parisot said he doesn’t have the Statutes in front of him
but he believes funding for SROs would be included in that 15%.
Mr. Harris disagreed and stated it is specifically for community
events. He also felt the request from S4P Synergy goes hand-in-
hand with the Sheriff’s programs to make the community safer and
made motion, seconded by Mr. Windes, to approve the request for
LETF funds by S4P Synergy, Inc. Mr. Windes commented that we
cannot abandon everything to fund the SROs and encouraged his
fellow commissioner to keep this in perspective. 3 yeas, 2 nays
(Mr. Boyles and Mr. Parisot voted nay.)
SHERIFF’S OFFICE – AUTHORIZATION TO RETURN SEIZURE BACK TO
VICTIM
Major Peacock stated he will need Board approval to direct the
Finance Department to return $505 which was seized in a case
back to the victim. Mr. Parisot made motion, seconded by Mr.
Harris, to approve Major Peacock’s request to return $505 in
cash which was stolen during the commission of a crime back to
the victim. 5 yeas.
WATER & SEWER SYSTEM – REPI PHASE 3 AGREEMENT WITH U.S. AIR
FORCE
Mr. Jeff Littrell, Water & Sewer System Director, requested
approval of the Agreement for Deed of Easement with the U.S. Air
Force for Phase 3 of the Readiness and Environmental Protection
Initiative (REPI). He advised this is a $200,000 grant for land
acquisition of a Shoal River buffer which will benefit both the
Air Force (Duke Field flight path) and Okaloosa County
(watershed protection for future water supply). Mr. Parisot
made motion, seconded by Mr. Harris, to approve the document and
authorize the Chairman to execute same. 5 yeas.

AIRPORTS – APPROVAL OF AMENDMENT ONE TO RITE WAY SERVICES
CONTRACT FOR JANITORIAL SERVICES
Mr. Parisot made motion, seconded by Mr. Harris, to approve
Amendment One to the Rite Way Services contract for janitorial
services at the Northwest Florida Regional Airport terminal.
Mr. Boyles requested the department head be allowed to provide
details. Mr. Greg Donovan, Airports Director, stated the
amendment will add $1,320.95 to the monthly fee for services.
[The new terminal addition to the airport added 5,000 square
feet to the contract. The vendor will add $1,320.95 to his
monthly cost for a total monthly fee of $20,342.68.] 5 yeas.
Mr. Donovan commented that the work at the Destin Airport began
last night. Mr. Harris said more details on the Destin Airport
project can be found on the website.
FACILITIES MAINTENANCE – CONTRACT WITH SEAGO FIRE PROTECTION FOR
INSTALLATION OF JAIL FIRE SPRINKLER SYSTEM
Mr. Don Turner, Facilities Maintenance Director, requested
authorization for the Chairman to execute a contract with SEAGO
Fire Protection, LLC in the amount of $132,009 for installation
of the final phase of the fire sprinkler system at the County
Jail. He explained that almost five years ago the county agreed
to bring the jail facility into full compliance with prevailing
regulatory requirements.
Last year the current contractor was asked to provide an
estimate of costs to complete the project. The contractor’s
estimate was $76,030. Mr. Turner advised the budget for this
fiscal year included an allocation of $78,000 to complete the
project. He reported the previous contractor did not submit a
bid for completion of the work and the lowest responsive bidder
was SEAGO Fire Protection. Mr. Turner’s request also included
approval to transfer $65,000 from General Revenue Reserves to
cover the costs of this project.
Mr. Amunds stated the bid amount is $132,009 but Mr. Turner is
asking for $143,000. Mr. Turner answered the additional amount
is for contingencies. Mr. Amunds asked for clarification that
Mr. Turner is seeking $11,000 in contingency funding. Mr. Curry
explained the Board is being asked to take those funds from
Reserves, adding that a budget amendment document will follow.

Mr. Parisot made motion, seconded by Mr. Boyles, to approve the
bid award and to authorize the budget transfer as described

OLD BUSINESS – ETHICS ORDINANCE
Mr. Curry stated examples of ethics ordinances from other
entities have been provided for Board review, pointing out there
is a wide range of examples. He asked the commissioners for
feedback.
Mr. Amunds noted ethics will be considered at the next
Legislative Session. He said some of the ordinance samples are
17 or 18 pages long, saying that could be overwhelming. Mr.
Amunds suggested taking a look at the state ethics with each
commissioner providing input to staff. After comments from each
commissioner are received, he said staff could return with
suggestions.
Mr. Curry asked if the consensus of the Board is to follow up
after the Legislative Session. Mr. Windes
