BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 21, 2015 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Okaloosa National Mini Golf Club DEPARTMENT: Growth Management BCC DISTRICT: 2 STATEMENT OF ISSUE: To review the site development plans for the "Okaloosa National Mini Golf Club", a proposed 2 - 18 hole mini golf course, along with a 1-story, 400 SF combination ticket/concession/bathroom building as submitted by Choctaw Engineering, Inc. on behalf of the property owner, Beachmark Inn Inc. The property is currently zoned B 2 (Apartment, Hotel Courts and Hotel Areas) and the Future Land Use Map (FLUM) designation is Okaloosa Island (OI). The property is located north of Santa Rosa Boulevard, south of Angelfish Avenue, Fort Walton Beach and contains 0.63 acres more or less. BACKGROUND: The Board of County Commissioners (BCC) approved the proposed mini golf course and associated concession area during its regular meeting of August 19, 2014. The proposed development is in compliance with the Covenants & Restrictions as noted on the Okaloosa Island Leaseholder’s Association Architectural Review Committee (OILA ARC) recommendation letter dated February 5, 2015. The project has been reviewed and found consistent with the Okaloosa County Comprehensive Plan and Land Development Code. The conditions noted on the BCC approval dated 8/19/14 requiring the use of “Dark Sky” certified lighting fixtures and no sale of alcoholic beverages will be placed as conditions on the Development Order (DO) when issued. All department approvals are on file. OPTIONS: The Board may Approve or Disapprove the site plan for the proposed use. RECOMMENDATIONS: Staff recommends approval of the proposed development as presented, and authorization for the Growth Management Department to post the Notice of Intent to Issue a Development Order on the subject property, and to issue the Development Order upon completion of the notice period.
