STATEMENT OF ISSUE: Approval of requests from Hiram Atwell owner of Days of Shade Beach
Service to obtain a Qualified Beach Vendor Certificate to provide beach chair and umbrella rentals on
designated public beaches and a Qualified Beach Vendor Beach Vehicle Permit to access public beach
areas on Okaloosa Island.
BACKGROUND and ANALYSIS: Hiram Atwell owner of Days of Shade Beach Service has met the
requirements specified in Ordinance No. 13-07, County Recreation Areas: Section 5. Permited Vehicle on
the Beach, Park, and Recreation Areas; Section 8: Commercial Activity on Public Lands: Section 10.
Permit for a Designated Beach Property to obtain a Qualified Beach Vendor Certificate (QBVC) and
Qualified Beach Vendor Beach Vehicle Permit (QBVBVP). Granting this request will permit said
business to conduct commercial beach chair and umbrella rentals on designated public beaches and access
the beaches of Okaloosa Island in a specified vehicle on scheduled dates/times.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Approve Hiram Atwell owner of Days of Shade Beach Service the Qualified
Beach Vendor Certificate 0008 and Qualified Beach Vendor Beach Vehicle Permit 0008 for the calendar
year of 2013 (13QBVC0008 & 13QBVBVP0008).
