AGENDA REQUEST

TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Multisport Triathlon at Marler Park
DEPARTMENT: Public Works
BCC DISTRICT: Two
STATEMENT OF ISSUE: Sean McSheehy of Multisport.com is requesting the use of Ross
Marler Park for a triathlon event.
BACKGROUND: County Ordinance #13-07 (regulation of county recreational areas, including
parks and beaches) addresses Special Events at county parks, beaches or recreational areas
within Okaloosa County.
A request has been received from Sean McSheehy on behalf of Multisport.com for use of Ross
Marler Park for a triathlon event. The event was originally planned for the Destin / Walton
County area, but were just notified by their road engineers team that they had insufficient
resources to close US Hwy 98 for their event. Without the closure of Hwy 98, they could not
proceed with the event at the planned location. Sean McSheehy is requesting approval to move
the event to Ross Marler Park.
The event is to be held on Saturday, October 12, 2013 beginning at 6:00 a.m. The courses for
the three phases of the triathlon have been shortened to fit within the constraints of Ross Marler
Park and Santa Rosa Blvd. The event is expected to be finished by 11:00 a.m. Approximately
300 athletes are expected to participate in this event. Approvals have been received from
Emergency Services and the Sheriff's Office.
The required submittals have been received prior to the scheduled event. As the Board of
County Commissioners meeting is not scheduled until the Tuesday after the event, an After-the-
Fact permit is being requested.
OPTIONS: Approve / Disapprove
RECOMMENDATIONS: Approve the request for an After-the-Fact Special Event Permit to
utilize Ross Marler Park for a triathlon event as submitted by Sean McSheehy of Multisport.com

AGENDA REQUEST
DATE: October 15, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Burton & Associates - Final Payment
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS Staff requests BCC approval of a final payment, in the
amount of $4,696.00 to Burton & Associates on contract C00-0443-WS.
BACKGROUND: OCWS entered into an agreement with Burton & Associates in November of
2001. This contract was to provide water and wastewater rate consulting services, including
revenue sufficiency analysis, financial management program development, and financial
forecasting in support of debt financing and related services. That contract had run out of annual
renewals and expired on September 30, 2013. The final payment on this contract is now due. All
the work on this invoice was performed before contract expiration. This invoice is for the FY
2013 Water & Sewer Revenue Sufficiency Analysis Update in the amount of $4,696.00. This
final invoice, along with other pertinent information, is attached for your review.
Moving forward into the future, staff sent out a Request For Qualifications (WS 50-13) to select
a consulting firm to perform rate consulting services to OCWS. Because the total annual cost of
services for rate consulting services has never exceeded $50,000 in any year since 2001, our
Purchasing Department performed oversight of the qualifications based selection process and the
contract award was not submitted to the BCC, as the annual cost for services will not exceed the
$50,000 threshold that requires BCC approval. The review committee gave the highest score to
Burton & Associates as being the most qualified of the firms who responded to the RFQ and a
contract will be executed with that firm. Now that the final invoice has been received for work
performed during FY2013, final payment is now due on the previous contract.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval of a final payment, in the amount
of $4,696.00 to Burton & Associates on contract C00-0443-WS.

AGENDA REQUEST
DATE: October 15, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Harcros Contract - Final Payment
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS staff requests BCC approval of a final payment, in the
amount of $1,456.00, to Harcros Chemicals Inc. on contract C09-1974-WS.
BACKGROUND: Via the bidding process, Okaloosa County Water & Sewer entered into a
contract with Harcros Chemicals Inc. in 2009. This contract was for chlorine products, including
but not limited to the following commodities: sodium hypochloride (liquid chlorine) for well
sites and sewer plants, 150 lb. Chlorine cylinders for well sites, and 2,000 lb. Chlorine cylinders
for sewer plants. These commodities are ordered on a regular basis and delivered to various
water and sewer facilities. The final payment on this contract is now due. This particular
invoice, for $1,456.00, happens to be for two (2) 2,000 lb. chlorine cylinders that were delivered
to the Russell Stephenson WRF. The order was placed in FY2013; thus, this will be the final
payment on that contract. This final invoice, along with other pertinent information, is attached
for your review.
Moving forward into the future, staff bid out this commodity (Bid # WS43-13). Harcros
Chemicals Inc. was the lowest bidder meeting the specifications. On September 3, 2013, the
BCC approved the bid award to Harcros. Because the commodity was bid out and there are new
prices, there will be a new contract with Harcros. Now that the final commodity has been
received for orders in FY2013, final payment is now due on the previous contract.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval of payment of a final payment, in
the amount of $1,456.00, to Harcros Chemicals Inc. on contract C09-1764-WS.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 15, 2013
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Crestview Transit Update
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: The Crestview City Council will discuss whether and to what
extent the City wishes to participate in the funding of Routes 11 and 12 during a workshop to be
held on October 14, 2013. It is anticipated that the Council will then provide direction during its
regular meeting which will follow the workshop later the same day (October 14).
BACKGROUND: Due to budgetary constraints, Okaloosa County Transit Routes 11 and 12
that serve the Crestview area will be discontinued as of November 4, 2013. During the County's
final budget hearing, the Board of County Commissioners offered that, if the City of Crestview
would provide 50% of the required local match, these routes could be restored. Since as of this
writing neither the workshop nor Council meeting have occurred, this agenda summary cannot
advise the BCC regarding the City's actions. However, based on the discussions that occurred
during a public workshop held on October 8 hosted by the City, potential options may include
the City providing 50% of the amount needed to maintain both routes, or the City may request
consolidation of the routes and provide 50% of the funds needed for a single route. The City
may develop additional options unknown at this time. It is important to note that, if the City's
request results in alteration of the routes, a 60 day notification may be needed to allow riders to
adjust to the changes. If this is the case, the City would also be required to fund 50% of the 60
day cost.
RECOMMENDATIONS: It is recommended that the Board consider the options as may be
presented by the City of Crestview following their workshop and meeting of October 14, and
provide direction to staff accordingly.

STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
