Sound Side
Planned Unit Development
I. GENERAL
The purpose of the Planned Unit Development ( PUD) is to provide flexible land use and
design regulations and to permit planned diversification and integration of uses and
structures, while subjecting development to the City of Fort Walton Beach Planning
authority to establish limitations and regulations for the benefit of public health,
welfare, and safety.
Sound Side, an affordable housing, multi- family development, is seeking approval to
re- zone to the PUD district, in which the planned multi- family dwellings ( apartments)
will be a main permitted use within the PUD district. The PUD will be developed in
accordance with the plan as approved or amended, if necessary. The PUD plan will be
binding upon successors, heirs, and assigns as required by the City of Fort Walton
Beach, Code of Ordinances, and Comprehensive Plan.
The Sound Side development has been designed in accordance with the Community
Redevelopment Agency' s ( CRA) goals to help create a neighborhood friendly
community. This will be achieved through the design and placement of the buildings
to accentuate and improve the existing streetscape in the area. Building placements
will be in a manner that will invite interaction of residents to their existing community
through a " front porch" atmosphere.
The requirements for Sound Side Planned Unit Development will be consistent with
the CRA plan design guidelines and standards for the residential district at the time of
approval for the PUD unless otherwise stated within this PUD. The CRA plan titled
Fort Walton Beach Community Redevelopment Agency Plan - Final Draft June 2007"
was utilized as a model for the design and implementation of the PUD plan.
II. EXISTING CONDITIONS
The development is located west of Carson Drive, SE at the intersections of Third
Street, SE and Methodist Avenue, SE in the City of Fort Walton Beach comprised of 36
platted parcels totaling approximately :t13. 39 acres. The existing land uses for the
property are public park/ multi-family, and the comprehensive plan' s future land use
designation ( FLUM) for the site is medium density residential ( MDR) and public park
REC). The current zoning classification for the entire site is R-2 / Residential Multi-
Family Dwelling (includes public park).
There are currently fifty (50) low rise residential dwelling units located on the proposed
development site comprised of duplex and single unit dwellings. The site comprises
approximately :t13. 39 acres, which currently provides 3. 74 gross units per acre ( gupa),
although 15 gupa is permitted under the FLUM MDR designation and R- 2 zoning

district classification. The majority of the buildings were constructed prior to 1970
1965 for most residential dwellings) and have become outdated and costly to repair.
Also located on site are the following structures: one metal maintenance building, one
wood shed, and two office ( NAACP) buildings. All dwellings, sheds, buildings, streets,
easements and utility infrastructure will be demolished and/ or vacated via the re- plat
to accommodate the proposed PUD development.
