With the construction of the consolidated Recreation Center, there will no longer be a need for the City to operate and maintain this facility. The City Manager continued that NBI Properties has evaluated the property and is recommending that if the property is declared surplus, it be sold to an end user. Q, CourzcII of Fort WaUon Beach Pose Printed 8/ 26/2073 266 Special Meeting Minutes August 20, 2013 Greg Chapel has expressed an interest in the facility and the City Manager advised Staff recommends utilizing NBI Properties to negotiate a contract with Greg Chapel for the sale of the property and to return to Council with the specifics of the sale. The City Manager noted the history of the facility and that it would be a benefit to keep it as a community facility, and he noted the church has great plans for the facility' s use. Discussion ensued regarding putting property on competitive market. Jamie Nabors of NBI Properties stated because of the very specific use of the property as a gymnasium, the feeling is that in order to get the best and highest value for the facility would be to negotiate with the Greg Chapel. Mr. Nabors advised going on the open market could possibly result in a higher value, but would not be advantageous to the community as a whole if the facility was not used for the purpose. Council received clarification that if negotiations with Greg Chapel do not work out, the property would then go out to open bid. Council discussed making two motions for this item, one motion to declare the property surplus and a second motion whether or not to negotiate a contract with the church. Mr. Goodwin moved to declare the 1. 5 -acre City owned property located at 15 Carson Drive SE as excess property in accordance with Chapter 2. 00. 05 of the City' s Code of Ordinances. Mr. Mead seconded motion and it carried unanimously. _ RESULT: APPROVED [ UNANIMOUS] MOVER: Trey Goodwin, Council Seat 4 SECONDER: John Mead, Council Seat 3 AYES: Griggs, gossom, Mead, Goodwin, Jamieson, Rigdon, Rynearson Mr. Rigdon moved to direct Staff to negotiate a contract with Greg Chapel for the sale of the property located at 15 Carson Drive SE. Ms. Jamieson seconded motion. Mr. Goodwin stated he would not support the motion as he feels it would be beneficial to use the competitive bid process and that the same approach needs to be taken with all the facilities. Mr. Mead advised he would support the motion but only if the contract is a fair market value sale. Ms. Jamieson stated she would support the motion, stating there is a willing purchaser who wants to utilize the facility for the best interest of the City. In the meantime, NBI stated leasing the property could be an option. During discussion, Council received clarification that if a developer showed interest in the property while the City had it 'on hold' for twelve months, that the matter could be brought back to Council and the property be declared surplus. Charles Rigdon, 4518 Old Plantation Place, Destin, is a developer who stated his firm would negotiate with the City to buy the property for residential use, and noted holding onto the property for a yew would cause the City to lose possible revenue as it would take another year to develop it. Dean Covey, 270 Brooks Street, stated this property and the adjacent property could be utilized in the future.
