of our water & sewer operations. It is the brains
with which most of the water & sewer system is monitored and controlled. To summarize, the
current SCADA servers have had repeated failures in recent months, and a major crash is
imminent - unless we purchase new servers. A major SCADA failure would expose the system
to possible catastrophic consequences. The proposed virtualization solution is better, cheaper,
more reliable, and more modern than simply replacing the old physical servers that we are
currently nursing along.
This purchase is from Dell, which is the standard computer equipment provider and the pricing is
the Florida State Contract price. Funds are available in the FY2013 budget.
OPTIONS: Approve or deny.
RECOMMENDATION: Staff recommends BCC approval to authorize chairman to execute
the purchase of the Dell server package for the amount of $66,953.72.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Mosquito Control Detail Work Plan Budget
DEPARTMENT: Public Works
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff requests approval of the attached Detailed Work Plan Budget
(DWPB). This document has to be submitted to the Florida Department of Agriculture and
Consumer Services (FDACS) by July 15, 2013. The DWPB is required to be qualified for a
FDACS grant supporting the Okaloosa County Mosquito Control District. FDACS understands
that the DWPB reflects a preliminary budget that is not fully approved by the Board. A
subsequent FDACS submission - Annual Certified Budget - is due on September 15, 2013 and
will reflect the Board approved 2013-2014 Okaloosa Mosquito Control District budget.
BACKGROUND: The State of Florida, Department of Agriculture Office of Entomology and
Pest Control funds a portion of Okaloosa County Mosquito Control. A Mosquito Control Detail
Work Plan budget is required by FDACS for continued funding and State approval of the
County’s planned activities for FY14.
The attached Detailed Work Plan Budget is identical to the budget presented to Mr. Padgett
during the departmental Budget Review on June 3, 2013 with one exception. The FDACS
DWPB includes accounting for the cost of a Mosquito Control Director. The Okaloosa County
budget for the Mosquito Control Director is accounted for in the Okaloosa County Solid Waste
Budget not Mosquito Control.
FDACS offers a financial assistance program to eligible Mosquito Control Districts. Legislative
action will affect the State funding amounts for all participating counties. This is a draft budget
that matures into a FDACS Annual Certified Budget due to the Office of Entomology and Pest
Control on September 15, 2013 and any applicable FDACS Budget Amendments due October
30, 2013.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Staff recommends approval of the Detailed Work Plan Budget and
requests that the Board authorize the Chairman to sign future FDACS documentation associated
with the FY14 State grant process.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: Facilities Policy - Asbestos Policy
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request BCC approval of a new county asbestos policy.
BACKGROUND: Until 1984, asbestos was a common ingredient in a wide variety of building
materials. Its unique properties made it an almost ideal component for thermal insulation, sound
proofing, and fire proofing as well as a myriad of other building materials.
It was later discovered that prolonged and/or intense exposure to airborne asbestos fibers could
result in the development of asbestos related diseases. After the link between asbestos and some
rare diseases was made, laws were implemented which spelled out how asbestos containing
materials (ACM) were to be handled to protect people from exposure to airborne fibers. Left
alone, most ACM are perfectly safe. In most cases, asbestos is bound up tightly in a composite
of materials that make releasing asbestos fibers difficult. Still, asbestos fibers can be released
into the air if the materials are mishandled or removed improperly.
To go further to protect the public and staff in county facilities, it's in the best interest of the
county to formalize a policy that spells out what must be done before a county building may be
modified in any way. These modifications may take the form of minor or major remodeling,
roof replacement, major systems replacement, flooring repair or replacement, or any number of
activities which may disturb ACM.
The proposed policy creates a clearing point through which all building modification projects
must be filtered to ensure that asbestos containing materials are identified and handled according
to the prevailing regulations. Following the policy will go much farther to ensure the safety of
staff, citizens, and visitors who come to any of our county facilities.
RECOMMENDATIONS: Request BCC approval of a new county asbestos policy.
