BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: CHELCO Lease Renewal
DEPARTMENT: Water and Sewer
BCC DISTRICT: 5
STATEMENT OF ISSUE: OCWS staff requests BCC approval of a temporary lease renewal
with Choctawhatchee Electric Coop, Inc. (CHELCO) for the Bluewater Bay office location for
the period of 06/15/2013 to 08/31/2013. This request will be the renewal of contract L93-0065-
WS.
The CHELCO Bluewater Bay office is located in the Seminole area at:
1401 Cat Mar Rd.
Niceville, FL 32578
BACKGROUND: Okaloosa County entered into a lease with CHELCO in 1993. This lease is
for office space in the Bluewater Bay CHELCO office building, where OCWS provides
customers the face to face opportunity to make a payment and establish or terminate service. The
office is currently staffed by OCWS two days per month, during the delinquent cut off week for
Cycle 4. The current lease is $300 per month. When contacted about executing another annual
renewal to the lease, CHELCO senior management communicated to the County that they were
no longer agreeable to rent office space inside their building. This request will renew the
contract through 8/31/2013, which provides a temporary extension to give OCWS staff time to
prepare for the transition from a physical presence to a drop box/payment option which will soon
be available in the parking lot of the CHELCO Office. A new agreement between CHELCO and
OCWS addressing permission to maintain a drop box in the parking lot of the CHELCO
Bluewater Bay office will be brought to the BCC for approval in the future.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval of a temporary lease renewal (L93-
0065-WS) with Choctawhatchee Electric Coop, Inc. for space in the Bluewater Bay office for
OCWS staff.

STATEMENT OF ISSUE: On June 18, 2013 the Board authorized Staff to negotiate fees with
the top ranked firm to provide Restore Act Consulting Services (see attached). Staff met with
the representative from Matrix (Mr. Sal Nodjomian) and negotiated the attached fees and rates.

this service will be reimbursed through Restore Act Administrative Fees. Initial cost would
require funding through reserves.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Approval of Housing Finance Corporation's Recommended Changes to
Local Housing Assistance Plan
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: In order to receive State Housing Initiatives Partnership Program
funds, it is necessary to revise the Local Housing Assistance Plan in accordance with comments
provided by the Florida Housing Finance Corporation.
BACKGROUND: During the regular meeting of May 21, 2013, the Board of County
Commissioners approved for transmittal to the Florida Housing Finance Corporation (FHFC) the
Local Housing Assistance Plan (LHAP) for state Fiscal Years 2013/14 through 2015/16 along
with various supporting documents including the Interlocal Agreement between the County and
City of Ft Walton Beach for implementation of the SHIP program, regulatory certifications, and
the LHAP adopting resolution.
The FHFC has completed its review of the LHAP, and has recommended three changes be made
as stated in the June 13 email from SHIP Program Administrator Robert Dearduff to Brenda
Bailey of the Clerk's Contracts and Grants office (see attached). The County's contract SHIP
administrator, the Okaloosa Community Development Corporation, has reviewed Mr. Dearduff's
recommendations and amended the LHAP accordingly as follows (corrections in red):
1. In section 1, you are missing a description of “Program Administration” which is required and
generally is listed as subsection P. Action: This has been corrected with inclusion of
subsection P on page 4.
2. Be consistent in how you state your forgiveness terms. The committee preferred the way you
stated it on page 7. Action: The Terms, Recapture, and Default sections now consistently
use the term "SHIP Note" except for Strategy E which must reference the deferred
payment loan for clarity.
3. In strategy E, you list the targeted population as 80% AMI, but in the recipient selection criteria for
this strategy you state 120%. Action: Recipient selection criteria have been revised to state
80% (see page 10).
The changes do not affect any of the supporting documents approved concurrent with the LHAP
on May 21. Therefore, it is not necessary to adopt a new resolution or Interlocal Agreement, or
to re-sign the certifications. As provided in the FHFC's rules, the City and County must simply
Packet Pg. 215
approve the changes and transmit the revised LHAP for the FHFC's disposition.
OPTIONS: The Board may approve or deny the recommended revisions. Denial would delay
the City's and County's ability to use SHIP funds.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners approve
the revisions to the Okaloosa County/City of Ft Walton Beach LHAP for Fiscal Years 2013/14
through 2015/16, and authorize staff to transmit the revised plan to the Florida Housing Finance
Corporation.

R Dearduff Email of June 13, 2013 to B Bailey Transmitting LHAP Review Comments

Subject: RE: Okaloosa County LHAP2013FINAL
Brenda your LHAP is approved (see below for specifics), but a few comments:
1. In section 1, you are missing a description of “Program Administration” which is
required and generally is listed as subsection P.
2. Be consistent in how you state your forgiveness terms. The committee preferred the way
you stated it on page 7.
3. In strategy E, you list the targeted population as 80% AMI, but in the recipient selection
criteria for this strategy you state 120%.
The SHIP review committee has reviewed and Approved the county’s LHAP for fiscal years 2013
through 2016 with comments at the Review Committee Meeting on June 12, 2013. The county is eligible
to receive disbursements of funding for fiscal year 2013-2014 based on funding availability and can
expend Program Income generated in that fiscal year. Prior to resubmitting your LHAP, please:
1. Accept any changes in the document that are acceptable based on review committee comments
2. Respond to all comments/questions with revised language or reasoning as to why you will not
make the change
Once you have addressed all issues, please submit the LHAP to Florida Housing according to the LHAP
Submission Procedures located at:
http://apps.floridahousing.org/StandAlone/FHFC_ECM/AppPage_ListPage.aspx?PageID=35
If you have any questions as to the procedures or requirements for submission of the LHAP, please
contact Florida Housing SHIP staff via email.
