BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 2, 2013
TO: Honorable Chairman and Members of the Board
FROM: Richard Brannon
SUBJECT: Bid Award for Eglin Main Packaged Generator
DEPARTMENT: Purchasing
BCC DISTRICT: 2
STATEMENT OF ISSUE: Bids for the Eglin Main Pump Station Project Packaged Generator
were opened on May 30, 2013. Bids were received from (4) bidders (see attached tabulation).
Cummins Mid South (Mobile, AL) is the low bidder meeting specifications in the amount of
$103,133.00.
BACKGROUND: In September 2011, Okaloosa County went under contract (FA2823-11-C-
0030; County Contract #C11-1906-WS) with the U. S. Air Force for the construction of the
Duke Field wastewater infrastructure. The contract was modified in August 2012 to add the
following: Capacity Expansion Charges (CECs) for Duke Field, construction costs for Main
Base wastewater infrastructure, CECs for Main Base, construction costs for Camp Rudder
wastewater infrastructure, and CECs for Camp Rudder. The total contract is now $16,699,568;
of that, $8,026,192 is reimbursement of design and construction costs, and $8,673,376 is for
CECs.
Eglin has elected to decommission its two wastewater treatment facilities located on the Main
Base, and per the above-mentioned contract, OCWS will design and construct a new conveyance
system. The new system will divert all of the wastewater received at their Main and Plew
wastewater plans and pump it to OCWS' Arbennie Pritchett WRF. In September 2012, the BCC
approved OCWS in-house crews self performing the Eglin Main Base Wastewater project. Staff
is now in the process of procuring the equipment for the first station to be constructed, the Eglin
Main Base Pump is being procured as 3 bids: 1) packaged pump station (wetwell, pumps,
guiderails, discharge piping, variable frequency drivers, and control panels, 2) prefabricated
building to house the electrical equipment, and 3) 500 kw diesel generator.
The contract with the Air Force for the Eglin Main Base Wastewater was executed right at the
final states of the FY2013 budget approval process, therefore the expenses and revenues
associated with the project is not listed. That contract is now shown in the FY2014 proposed
budget. Per the contract, the construction of the Eglin Main Base Wastewater project is
$4,926,698. OCWS will be reimbursed this amount as construction progresses.
OPTIONS: Award or Reject.
Packet Pg. 176
RECOMMENDATIONS: Staff recommends awarding to Cummins Mid South, they being low
bidder in the amount of $103,133.00.
