Section 163. 387( 6) states how the redevelopment trust fund may be expended. The trust fund may only be expended for undertakings of a community redevelopment agency which are directly related to financing or refinancing of redevelopment in a community redevelopment area, consistent with the adopted community redevelopment plan. Further, it states that redevelopment trust fund moneys may be used for the following purposes, including, but not limited to: a) Administrative and overhead expenses necessary or incidental
