10 OVERVIEW
The purpose of an Emergency Action Plan is to provide guidelines for employees at
Okaloosa County Courthouse Annex Extension to follow in case of an emergency. An
emergency is defined as any situation where the health and safety of an employee or
the visiting public is in danger, such as fire, smoke, medical, gas leak, bomb threat, etc.
20 EMERGENCY REPORTING/EMERGENCY CONTINGENCIES
21 Reporting Actions:
Any employee who believes an emergency exists will first call 911 and report the
emergency. The employee will then notify designated personnel as soon as possible. If
designated personnel are not available, employees will notify Court Security as soon as
possible.
22 Emergency Determination and Notification
221 Emergencies at the Annex Extension will be broken down into the following
contingencies:
Contingency Example of Emergency:
Evacuation Fire, smoke, gas leak, bomb threat
Lockdown Inmate escape, active shooter
Emergency Medical Employees’ and visitors’ personal injuries
Weather-related Tornado, hurricane, strong wind
Each of the above contingencies will be determined as the emergencies develop.
222 Court Security will notify all employees of an emergency through use of the site
fire alarm system, telephone, verbal alert or other suitable method.
23 Emergency Evacuation Actions:
231 Designated personnel will assess the situation and forward assessment
information to Okaloosa County Emergency Communications by calling 911, if
not already contacted, and by contacting Court Security.

Emergency Action Plan - Okaloosa County Courthouse Annex Extension
All employees and visitors will evacuate according to the facility plan posted at
each elevator bank or via the closest and safest exit route.
After all employees are outside and in no risk of any danger, designated
personnel will account for all employees in their area by performing a roll call
to determine if employees are present or accounted.
If the head count is short of what is believed to be actually present at work,
designated personnel will immediately notify Court Security or other law
enforcement available at the staging point. This procedure will enable proper
rescue procedures to take place. In no case will an employee re-enter any
building to perform ANY rescue duties.
Employees will stay in their respective groups until told to leave by Court
Security or other law enforcement available at the staging point. AT NO TIME
WILL ANY EMPLOYEE LEAVE or GO HOME WITHOUT PERMISSION.
Once the threat of an emergency is over, Court Security or other law
enforcement will give permission to re-enter the building.
24 Evacuation Staging Areas:

to depart the premises due to the danger associated with possible vehicle
borne devices.

31 Evacuations:

312
313
3.15
319
3.1.10
3111
Employees should collect only essential personal effects (keys, wallets, etc.)
prior to evacuating. All doors should be left in their normal state upon exit
(i.e, if normally closed, leave closed).
If the evacuation is due to a bomb threat, employees should simultaneously
examine the immediate area to note the presence and location of any suspicious
packages or items.
The primary means of egress located at the OCCAE have been included in
this emergency action plan as an attachment.
Employees and visitors will evacuate the building using the facility plan posted at
each elevator bank or the shortest and safest exit route to designated staging
points.
Visitors will be directed out of the building and encouraged to go to the
designated staging point.
Vehicles will not be utilized by employees or visitors to depart the premises
due to the danger associated with possible vehicle borne devices.
Elevators should not be used.
Employees and visitors should avoid stairwells and hallways that are full of
smoke.
Notify Court Security or other first responder of any physically impaired
employees or visitors in your work area and request assistance for those
persons.
All evacuated persons should remain at the staging point until given clearance
by Court Security or other law enforcement to either return to the building or
depart the area.
Landline and cellular telephone and any 2-way radio traffic will be restricted
to emergency communications only. ALL radio transmissions will cease and
ALL cellular telephones will be turned OFF within 500-feet of any suspected
explosive device.

32 Lockdown Active Shooter:
33
321
In the case of an active shooter, employees should make every attempt to
escape their offices and building and report to their respective staging areas or
other suitable safe location.
If escape is not possible, employees and visitors should, if feasible, call 911
and alert Court Security through activation of their duress button if a lockdown
has not already been ordered by Court Security. Employees should then follow
the instructions provided in section 3.3 below and perform lockdown
procedures until the all clear has been given by Court Security.
Lockdown:
331
334
When a lockdown is ordered by Court Security, all employees should
immediately shelter in place by locking doors, closing any curtains or blinds,
and moving as far away from doors and windows as reasonably possible.
Employees who are not in their own office or work area when the lockdown
notification is made should immediately seek refuge in the nearest available
office.
Visitors who are in an office area will remain in that office for the duration of
the lockdown. Visitors in hallway or on the grounds may be admitted to the
nearest office for shelter, if feasible, as opening a door to admit a visitor or an
employee may pose an unacceptable risk.
Doors are to remain locked until the “all clear” is given by Court Security.
Designated personnel at each office will compile a list of employees and
visitors present in the office and provide this information to Court Security or
other law enforcement when requested. Designated personnel should attempt
to identify any individuals who may be witnesses and report to Court Security
or other law enforcement. Except for passing on information of obvious
immediate urgency, such as descriptions of suspicious persons or vehicles,
witnesses should not discuss their observations with others prior to being
interviewed by Court Security or other law enforcement.
Landline and cellular telephone and any 2-way radio traffic will be restricted
to emergency communications only.

First Aid. Only qualified employees will provide treatment until the
Emergency Medical Service (EMS) arrives.

are notified. Designated personnel will contact Court Security. If designated
personnel are not available, employees will notify Court Security of the medical
emergency.
35 Weather Related Emergencies:
In the event of a severe weather warning, the following procedure will be followed.
The objective will be to ensure the safety of all employees and visitors with a minimal
amount of confusion and panic. The following steps are to be taken when severe
weather occurs:

When calling 911, use only land-line phones (MITEL IP phones). Do not use cell

Do not panic, it is the number one cause of injuries in emergency situations. Do
not inform other employees or the public of the situation. Allow dissemination of

The appropriate authorities will act upon the information you provide and will
evaluate the situation. Do not initiate any type of evacuation unless instructed to
do so by designated personnel within your office area or Court Security.
When alarms activate, or an evacuation is otherwise initiated, follow normal
evacuation actions outlined in this plan. This does not mean a bomb or a
hazardous device has been located or that you are in immediate danger. It only
means the appropriate authorities have decided to evacuate in an effort to
facilitate a more effective search of the premises and for your safety.
. Simultaneously examine the work area to note the presence and location of any
suspicious packages or items.
. If there is no alarm, or an evacuation is not otherwise initiated, the situation has
been resolved by the appropriate personnel.
