REFUND REQUEST - CONCERT FOR HAITI
Request for Refund.
The City Manager reported the NAACP submitted an application to conduct a concert for Haiti at the
Landing on March
14th
with the Chamber of Commerce as a co- sponsor and noted the City was not an event
sponsor. He stated the application was routinely processed as submitted, there was no request for fee waiver
and no indication a fee waiver was, or would be, requested. He stated the event necessitated two police
officers, fire inspection, sanitation for trash and garbage services, electricity for the stage and vendors, and
stocking of the rest rooms. He said the $ 455. 00 charges for services, as established in the fee schedule, were
paid prior to the event. He said subsequent to the event a letter was received requesting a waiver of the fees.
He said it is administration' s position that the fees and charges represent a means to recover actual costs to
the City and the taxpayers and the decision to waive such costs is a City Council decision since any waiver of
a charge is a policy decision on whether to actually make a contribution to the event
Sabu Williams, President Okaloosa County Branch NAACP requested a refund of $455 charged for the
rental of the Landing and associated direct costs to host the Concert for Haiti. He explained they collected
approximately $ 4,000 and wanted an opportunity to send as much as possible to Haiti.
The Mayor opened the floor for public input. As no on wished to speak public input was closed.
Mr. Nabors moved to refund the $455. 00 to the NAACP. Mr. Patterson seconded motion.
Discussion was held with an exchange of views between those in favor of granting a refund and those who
were concerned over setting a precedent.
The Mayor called for the vote on the motion and it carried by a vote of 4 to 3 with Garvie, Nabors,
Patterson, and the Mayor in favor, and Holmes, Reeves, and Rynearson opposed ( Seat 2 Vacant).
