BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 16, 2013
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Northwest Florida Regional Airport - Department of the Air Force Lease
Amendment No. 1
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: On April 16, 2013, the BCC approved airport staff to enter into
lease negotiations with the Air Force and start the Airport Rescue and Fire Fighting Facility
(ARFF) design through bid. In order to be eligible for FAA and Military Airports Program
(MAP) grant funding and move forward with the ARFF construction, VPS and Eglin AFB
entered into lease negotiations to extend our current lease. The BCC is requested to approve
Amendment No. 1 to Lease No. AFMC-EG-1-07-003 extending the current lease 5 years to
expire in 2038.
BACKGROUND: The County and USAF current lease expires in 2032. Amendment No.1 to
Lease No, AFMC-EG-1-07-003 establishes a short-term amendment to our current long-term
lease in order to meet the MAP grant deadline of July 26, 2013, established by the FAA to
submit the design, bids and recommendation of a contract award. This short-term amendment to
the current long-term lease will satisfy the FAA's requirements and allow sufficient time to
negotiate a new Long Term-Lease and Joint-Use Agreement which will define a lease hold
extension, services in kind, airfield use and the ability to define future VPS capital projects and
operations caps.
OPTIONS: Approve, Reject, or Table
RECOMMENDATIONS: Approve Amendment No. 1 to Lease No. AFMC-EG-1-07-003 with
the Department of the Air Force.
