Al I 1, 0191r\ IS: 110.04 -13 I catah, rY 13 - 14 Millage Script ( DOCX) The Mayor read Resolution 2013 -23 by title. The Mayor advised the tentative millage rate for the City of Fort Walton Beach for FY 2013 - 14 is 5. 7907 mills, which is 28. 17% above the rolled -back rate of 4. 5180 mills. The rolled -back rate Cary Ci, ti a/ Fort tFOlton Beach Page 7 Packet Pg. ' F- 8-.11- 1 Special Meeting Minutes September 4, 2013 is the millage rate that will provide the same ad valorem tax revenue as was levied during the prior year. The Mayor continued the reason for setting the millage rate at 5. 7907 mills is to provide sufficient revenues to balance the General Fund budget. Before opening the public hearing, the City Manager, Michael Beedie, discussed his role as City Manager and his responsibility to prepare a budget that will move the City in a positive direction and that the proposed FY 2013 -14 budget is the first step towards achieving this goal. He advised that a Strategic Planning Session with the City Council was held in April to develop action items for moving the City forward, and subsequent meetings on the budget were held in June and August where the Council, as a body, endorsed the proposed budget. The City Manager relayed the facts about the budget so the Council and the public can make an educated decision one way or another, and noted it is not his job to persuade property owners on topics such as the budget. He clarified information regarding the percentage as it relates to the proposed millage rate; proposed renewal and replacement programs, stating the City is not adding vehicles to the fleet and in fact is reducing the number of vehicles in the fleet; and that the vehicles proposed for replacement have exceeded their useful life and are a safety hazard and the repair costs exceed the initial and current value of the vehicle. Also discussed by the City Manager were the items of employee wage and adjustment and personnel changes and the fact if the proposed millage rate is not approved, cuts would come from the General Fund which include Police, Fire, and Recreational & Cultural Services. The City Manager concluded that without the hard work and creativity of Staff, the proposed millage rate could have been higher, and that the proposed millage rate will serve the purpose of moving the City in a positive direction. The Mayor opened the public hearing and called on individuals who had signed up to speak, and would rotate between those speaking for and those speaking against the tax increase. Ann McDonald of Teresa Court stated she went door to door in her neighborhood and that those she spoke with are on a fixed income, and she voiced her opposition to the budget. Rick Moak, 207 Wright Parkway and retired City firefighter, spoke in favor of the budget, citing the need for up -to -date and working equipment for the police and fire departments, and the importance of the City' s recreational facilities for the youth. Doug McDonald of Teresa Court spoke against the budget Leslie Roark, small business owner in the City, stated she is in favor of the increase and cited the need for the safety of the children by the police services. Paul Guinney, 326 Kepner Drive, stated health care and unemployment are on the rise, the economy is down, and spoke in opposition to the proposed budget. Thom Gossom of Bay Drive spoke in favor of the increase, stating the City needs to move forward and not live in the past, that with advances in the technological age the City cannot afford to work with outdated equipment.
