CITY COUNCIL MEETING
November 23, 2010
Discussion - Direction - Action
Legislative Delegation Meeting
Synopsis: Discussion by Council on policy matters to be
discussed with the local legislative delegation before the
upcoming legislative session
Agenda Item Number: 14. 3
CITY OF FORT WALTON BEACH, FLORIDA
MEMORANDUM
Office of the City Manager
DATE: November 15, 2010
TO: Honorable Mayor and Council Members
FROM:
Robert T. Mearns, City Manage
SUBJECT:
Legislative Delegation Meeting
1. Background
1. 1
Each year prior to the legislative session the legislative delegation, which consists
hold meetings to receive input on what, if any, policy
of state elected officials,
matters should be dealt with through the legislative process.
1. 2
Policy matters would include any item of local concern that actually would affect
the entire state,
such as drilling in the Gulf or matters affecting the military
mission, for which a new state law would be drafted or an existing one amended.
1. 3
Local Bills are policy matters that affect only a locality such as a county or city.
These bills are generally ones that deal with the regulation of alcohol sales,
creation or dissolution of an independent fire district within a county, and other
matters that are particular to the government of a county or city over which local
bills have jurisdiction.
2. Discussion
2. 1
Should the City Council find that a request should be made to the legislative
delegation a directive should be given to either the Mayor, or a Council member
so designated to act on behalf of the Council, to present the request to the
delegation.
