CITY OF FORT WALTON BEACH
MEMORANDUM
To: Robert T. Mearns, City Manager
From: Stella Jones, City Planner
Through: Michael D. Beedie, P. E., Engineering & Utility Services Director
Date: November 12, 2010
Subject: Resolution No. 2010 -42 - Designating a Brownfields Area in the City Along
Hollywood Boulevard
1. BACKGROUND:
1. 1 The Florida Brownfields Redevelopment Act was enacted in 1997 in order to
encourage redevelopment and remediation of potential Brownfield sites. The
program has been very successful throughout the state by allowing businesses to
take advantage of state and federal financial and regulatory incentives. The
Brownfield designation process is initiated and administered by Florida local
governments.
1. 2 A `Brownfield site" means real property, the expansion, redevelopment, or reuse
of which may be complicated by actual or perceived environmental
contamination. A " Brownfield area" means a contiguous area of one or more
Brownfield sites, some of which may not be contaminated, and which has been
designated by a local government by resolution. Such areas may include all or
portions of community redevelopment areas, enterprise zones, empowerment
zones, other such designated economically deprived communities and areas.
Although the term ` Brownfield" has historically had a negative connotation
associated with environmental contamination, many now recognize the
Brownfields program as a powerful and positive economic tool.
1. 3 A Brownfields presentation was given at the October 26, 2010, City Council
meeting at which time City Council directed Staff to draft a resolution designating
an additional Brownfields area in the City generally along the boundaries of the
Hollywood Boulevard Light Industrial district.
2. DISCUSSION:
2. 1 In determining an area to be designated as a Brownfields Area, the City must
consider whether:
2. 1. 1 The Brownfields Area warrants economic development and has a
reasonable potential for such activities;
2. 1. 2 The proposed area to be designated represents a reasonably focused
approach and is not overly large in geographic coverage;
2. 1. 3
The area has potential to interest the private sector in participating in
rehabilitation;
2. 1. 4
The area contains sites or parts of sites suitable for limited recreational
open space, cultural or historical preservation purposes.
2. 2
The Hollywood Boulevard Wholesale and Light Industrial Area (generally the M-
1 zoning district) meets the above criteria for designation. The area contains lands
possible perceived as environmentally blighted and suitable for redevelopment.
Many properties are vacant, underutilized, or have been historically utilized for
industrial activity before modern environmental regulations were adopted. There
are 140 individual properties ( including 16 City -owned properties) totaling 236
acres.
2. 3 Many local governments throughout Florida have successfully utilized the
Brownfields designation program to promote reinvestment, encourage business
location, job growth, and to release liability and other pressures on otherwise
undevelopable land. The benefits provide an incentive for businesses to locate or
expand in the designated area, thereby increasing property values in the City of
Fort Walton Beach.
2. 4 Resolution No.
2010 -42 designates the Hollywood Boulevard Wholesale and
Light Industrial Area as a Brownfields area.
3. FINANCIAL INFORMATION:
3. 1 There is no financial impact from Resolution No. 2010 -42.
4. RECOMMENDATION:
4. 1
Staff respectfully recommends City Council approval of Resolution No. 2010 -42
to designate a Brownfield Area in the City for properties
