CRA REQUEST FOR EXPENDITURE
Consideration of a request for $20,000 to replace holiday lights in the CRA District.
Tim Bolduc, Building Official, informed Council has before them a request to purchase holiday
decorations for the CRA District in an amount up to $ 20,000 from the CRA' s promotional
budget account. Mr. Bolduc stated the CRA reviewed options and made the recommendation to
replace the snowflakes and install holiday lighting in the downtown area up to $ 20, 000.00. Mr.
Bolduc explained using CRA funds for the decorations will help promote the downtown area,
and that the themes and concepts provided in the proposal are consistent with those of the
Downtown Merchants Group.
Discussion ensued decorating the Uptown area along Eglin Parkway as well as the downtown
area, and that has been discussed and will be looked at in the future.
Valerie Wenzel, 29 County Club, Shalimar,
discussed the importance of having holiday
decorations in the downtown/ CRA district.
Mr. Nabors moved to approve funding up to the amount of $25, 800, the higher option
provided by Staff, to replace the holiday lights in the CRA District. Mr. Rigdon seconded
motion.
Mr. Holmes suggested since there is $ 40,000 in the CRA promotional account, now might be the
time to continue moving up Eglin Parkway to the Uptown District with the holiday decorations,
and that the CRA Board be given the latitude to invest the funds.
Mr. Holmes amended the motion to increase the funding to not to exceed $ 40,000.00 to be
used at the discretion of the CRA Board of Commissioners. Ms. gossom seconded motion.
The Mayor called for the vote on the amendment and it carried by a vote of 4 to 2 with
Holmes, gossom, Nabors, and Rynearson in favor and Reeves and Rigdon opposed ( Minich
absent).

Amended Joint Use Agreement
Synopsis: Amends earlier approved Agreement with the
Countyfor the internal roadway serving the Judicial
Complex
Agenda Item Number: 8. 7
CITY OF FORT WALTON BEACH, FLORIDA
MEMORANDUM
Office of the City Manager
DATE: November 18, 2010
TO: Honorable Mayor and Council Members
FROM: Robert T. Mearns, City Manager
SUBJECT: Amended Judicial Center Joint Agreement
1. Background
1. 1 In March 2010 City staff met with Okaloosa County staff to discuss the internal
circulation roadway that would provide ingress and egress to the new Judicial Center
and joint use of parking facilities. The plan was and is to use the existing loop road
for circulation.
1. 2 The County intends to repave the entire loop road and parking areas to current
standards and on the northern of the roadway construct a bus bay.
1. 3 Inspection of the legal description in the deed conveying the property from the City
to the County revealed that the northern portion of the existing loop road was not
conveyed with the rest of the property.
2. Discussion
2. 1 An option available to address this situation were to have a joint construction project
wherein the County would build the portion of the road that lay on County property
and the City would construct its portion. Maintenance would also take the same
formula.
2. 2 The City has no immediate interest in, or funding for, such a project since the need
was created by the Judicial Center; but does have an interest in using roadway and
the parking area for sporting events and Fairground uses.
2. 3 Desiring to be cooperative with the County, the solution was to create an Agreement
whereby the County would construct and maintain the road for the general public
and allow the parking areas on an availability basis through a Joint Use Agreement
between the City and County for the roadway lies immediately adjacent to the
northern boundary of the County' s property and extends forty -four feet ( 44')
northerly onto City property. The line extends 803. 40 feet from the east to west
County property lines. The area consists of .81 acres.
2. 4 The roadway will built and maintained by the county and open to the public; as will
the parking areas when not in use during hours of Judicial Center operations.
2. 5 After approval by the City Council on August 10, 2010 the Agreement was
transmitted to the County for review and comment. The County Attorney provided
some minor clarifications that do not alter the meaning or intent of the Agreement or
Agreement between the City and County for the development of the property.
2. 6
The City Attorney has reviewed the amended Agreement and finds it to be legally
sufficient.
