Transportation Element 1. Policy B. 1. 1. 2 requires safe and convenient on- site traffic flow and sufficient vehicular parking. Chapter 16 contains driveway, circulation, and parking standards. 2. Policy B. 1. 1. 3 establishes driveway spacing standards. There are no driveway spacing requirements in Chapter 14. Chapter 16 does establish driveway spacing. Chapter 10 of the Code of Ordinances addresses spacing of access points. 3. Policy B. 1. 1. 4 requires that new development construct roads within the development to City standards. Required by Chapter 14. 4. Policy B. 1. 1. 5 requires new development to install and maintain landscaping in the public ROW. Chapter 14 does not contain this requirement. Chapter 15 does contain some requirements regarding street trees. Chapter 16 contains this requirement. 5. Policy B. 1. 3. 3 requires consistency of all plans and proposals with the FLUM, FLUE, and FTCM. Chapter 13 does not require consideration of consistency in rezoning or other applications. 6. Policy B. 1. 5. 2 requires enforcement of adequate setbacks on designated principal arterial, minor arterial, and collector roadways. Setback standards are in Chapter 15 for each zoning district and are not related to the functional classification of the abutting street. 7. Policy B. 1. 6. 3 requires sidewalks for new commercial, multi -family residential, major redevelopment, and new single-family residential subdivisions. Chapter 14 requires that sidewalks be shown on the preliminary plat. Chapter 16 requires sidewalks for all development other than single- family zoning districts. The requirement for sidewalks should be clarified as it appears that there is no specific requirement in single -family subdivisions. 8. Policy B. 1. 7. 5 requires that the Transportation within Concurrency Exception Area TCEA ") development provide several specified pedestrian facilities. Chapter 14 does not contain specific requirements for pedestrian facilities in the TCEA. 9. Policy B. 1. 7. 10 establishes that the City may require special traffic studies for projects within the TCEA. Chapter 18 has a section on the TCEA but the section does not include the possibility of special traffic studies within the TCEA. 10. Policy B. 1. 7. 14 requires urban design guidelines within the TCEA and use of the CRA Urban Master Plan standards within the TCEA. The zoning district standards in Chapter 15 do not address the urban design guidelines. Chapter 18 is the only place within the LDC that the TCEA is addressed, it does not require the use of urban design guidelines. It would be nearly impossible to implement the provisions of the UM Plan within the CRA, as the UM Plan contains numerous subzones, each with a different set of uses and design requirements, none matching the zoning districts in the LDC. 11. The proposed amendments for implementation of the EAR recommendations expand the TCEA to the entire City of Fort Walton Beach. Proposed policies address: multi-modal transportation and establish a point system for implementation; require a traffic study for all developments within the TCEA ( City); address energy efficiency in transportation; establish bicycle and pedestrian level of service ( "LOS ") standards; require that new road construction and improvement projects use stormwater best management practices
