2006 -07 and FY 2007 -08, with $ 19, 276. 00 from the World Changers program and the

Annual Action Plan must be amended to account for the carryover funding.

amendments to the FY 2008 -09 CDBG Annual Action Plan for Staff to take to the
Council for final approval on August 11, 2009.
Ms. Ponder moved to approve the carryover amounts of $ 124, 781. 43 and
19, 276. 00 for the FY 2008 -09 CDBG Annual Action Plan and for Staff to take to the

FY 2009 -10 CDBG ANNUAL ACTION PLAN
Mr.
Bolduc explained that what is being discussed is the action plan for the upcoming
year, beginning October 1 and ending September 30 of 2010. He informed that out of
the FY 09 -10 entitlement of $ 142, 221. 00, 20% ($ 28,444. 20) is allotted for Program
Administration, leaving a total of $ 113, 776.80 for projects within the CDBG target area.
After the City advertised for applications to request CDBG funding, the following
applications were received for a total of $ 57, 833. 00: 1) S4P Synergy, Inc., requested an
emergency disaster distribution location natural gas generator for $ 12, 500. 00; 2)
Chester Pruitt Recreation Center for their Youth Enrichment Program for $ 21, 333. 00;
and 3) Gregg Chapel Daycare for playground fencing for $ 24, 000. 00.

described, a total of $ 55,943. 80 remains for other projects, such as the World Changers,
capital improvement projects, infrastructure projects, and residential rehabilitation. He
also cautioned that monies allocated need to be spent because carryover money is
penalized and a portion of funding was taken away.
Following a lengthy discussion by the Committee, the following projects and amounts
were decided upon: $ 35, 000 for World Changers; $ 20, 000 for the Chester Pruitt Center
Youth Enrichment Program; $
15, 000 for the Greg Chapel Daycare for playground
fencing; and $ 6, 000 for S4P Synergy for an emergency disaster distribution location
