with the handicap ramps in regards to traffic slowing down for individuals with wheelchairs. Mr. Bolduc stated the point is to create the ramps so the wheelchairs do not end up in the street; that the area is not conducive for a caution or flashing light, and that "Pedestrian Crossing" signs will be installed from each side. He stated the idea of the project is to create an environment to allow disabled individuals to stop prior to getting into the intersection, which is not currently the case. The Committee wanted to ensure that all safety precautions are taken. Mr. Jennings moved to accept the proposal brought forward by the City to add a new sidewalk on Jet Drive in front of Fort Walton Machine, three handicap ramps and a new crosswalk at the intersection of Jet Drive and Robinwood, as well as addressing the drainage issue along a portion of Jet Drive. Ms. Ponder seconded motion and it carried unanimously with Copeland, Jennings, and Ponder in favor (Childres and Gray absent). Citizens Advisory Committee 5 -25 -10 INFRASTRUCTURE IMPROVEMENTS /LOCATIONS ( CONT) Mr. Bolduc advised that Staff will come back to the Committee to discuss how to spend any leftover funds from the project. The Chairman questioned if there was a way to grant the City to use the funds as they see fit without having to come back to the Committee. Mr. Bolduc noted that since safety is a concern, he suggested that Engineering Staff use any remaining funds at their discretion for handicap accessible and /or safety improvements to sidewalks, and the Committee agreed to it. PURPOSE OF MEETING Mr. Bolduc advised the purpose of the meeting is to discuss the revisions made to the FY 2009 -10 Annual Action Plan for the Community Development Block Grant, and the Plan as revised. Mr. Bolduc advised since this is considered a public participation meeting, a quorum is not needed. Mr. Bolduc explained that $ 37, 768. 00 was approved for infrastructure improvements to include improvements to sidewalks, construction of multi -use paths, potable water, sanitary sewer, and stormwater systems at the intersection of Robinwood and Jet Drive. However, since only $ 27, 758 was used to complete the project, the remaining funds were reallocated to the World Changers Program which allowed additional homes to be repaired. Mr. Bolduc advised he spoke with the Chairman and informed him of the additional monies, but due to the lack of time a meeting of the entire committee was not possible. Therefore, Mr. Bolduc stated he would like the Committee to review these changes made to the Annual Plan, and to approve if they see fit. Ms. Copeland moved to recommend to City Council approval of the revisions to the 2009 -10 Annual Action Plan that includes $ 27, 768 for infrastructure improvements and an additional 10, 000 for the World Changers Program, for a total revised amount of $55, 000. 00, and to approve the 2009 -10 Annual Action Plan. Ive Completed 11/ 9/ 10 CITY COUNCIL MEETING November 23, 2010 Consent Agenda FY 2009 -10 CDBG Consolidated Annual Performance and Evaluation Report Synopsis: Annual report on how the City achieved CDBG objectives must be forwarded to HUD upon Council approval by December 31 Agenda Item Number: 8.2 CITY OF FORT WALTON BEACH MEMORANDUM To: Robert T. Mearns, City Manager From: Timothy Bolduc, Building Official Through: Michael D. Beedie, P. E., Engineering & Utility Services Director Date: November 12, 2010 Subject: FY 2009 -10 CDBG Consolidated Annual Performance and Evaluation Report 1. BACKGROUND: 1. 1 In 2005, City staff drafted the FY 2005 -2010 Consolidated Plan for the Community Development Block Grant ( CDBG) program. This document outlines strategies to achieve decent housing and suitable living environments primarily for the benefit of low- and moderate -income persons. 1. 2 The Consolidated Plan is updated annually through the CDBG Annual Action Plan. This Annual Action Plan details the activities that are to be undertaken and what resources are to be used to achieve the goals and objectives of the Five -Year Plan each year. 1. 3 The City of Fort Walton Beach' s FY 2005 -2010 Consolidated Plan was approved by the City Council on August 1, 2005, along with the FY 2005- 06 CDBG Annual Action Plan. 1. 4 The City receives funding from the U.S. Department of Housing and Urban Development ( HUD) for community development projects which reduce or reverse evidence of physical, social, or economic decline in low income neighborhoods. The City is considered an " entitlement community" with a prescribed formula for funding. HUD developed this formula using selected City demographic information. 1. 5 On August 11, 2009, City Council adopted the FY 2009 -10 CDBG Annual Action Plan. The amended FY 2009 -10 Annual Action Plan will be brought to City Council at the November 23, 2010, Council meeting. The amendments to the plan accommodate changes to better meet the goals and objectives of the Consolidated Plan. 1. 6 The FY 2009 -10 Annual Action Plan will be the last plan under the FY 2005 -10 Consolidated Plan. 2. DISCUSSION: 2. 1 The Consolidated Plan is the process whereby a community establishes a strategy to address HUD' s National Objectives and the City' s housing, community development, homeless, and economic development needs. HUD' s National Objectives are: 2. 1. 1 Benefiting low and moderate income persons, 2. 1. 2 Preventing or eliminating blight, or 2. 1. 3 Meeting the community development needs having particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community. 2. 2 The City evaluates the performance and implementation of the Consolidated Plan and the subsequent Annual Action Plan at the end of each fiscal year. The process for this evaluation is the Consolidated Annual Performance and Evaluation Report ( CAPER). 2. 3 The CAPER is a " self evaluation" process that involves City staff, and through two public hearings, the general public. The evaluation was prepared by staff and provided to the public on October 25, 2010, for comments followed by a public meeting held on October 26, 2010, with a second meeting on November 10, 2010. The meetings were held in the target area, and the public was invited to speak. 2. 4 The FY 2009 -10 CAPER showed that the City' s CDBG program continues to be successful in meeting the needs of its citizens as stated in the HUD objectives. 2. 5 During FY 2009 -10, the City was found in compliance with the timeliness requirements for expenditure of funding. 2. 6 The FY 2009 -10 CAPER will be forwarded to HUD upon approval to meet the December 31, 2010, deadline for submittal. 0 FINANCIAL INFORMATION: 3. 1 There is no financial consideration required for this item. 4.
