Channel Maintenance Assessment
Dear Ms. Allen:
As required by Okaloosa County Ordinance 89-30 and Florida Statues (1988), Section
425.01(1)(q), an annual meeting was held of the Lake Pippen Channel MSBU Maintenance
Advisory Committee and the Association’s Property Owners.
By vote of the members in attendance at our duly called meeting (minutes attached), a majority
agreed to raise the annual assessment from $400.00 to $425.00 per member for 2014. In
accordance with our Uniform Collection Agreement with the Okaloosa County Tax Collector, we
authorize the Tax Collector to impose and collect a non-ad valorem annual assessment of
$425.00 per property owner listed on the approved tax roll (attached) on behalf of the MSBU.
Please take the appropriate actions to implement our new assessment. Should you have any
questions or require any additional information, please just give us a call.
Respectfully Submitted,
Lake Pippen Channel MSBU Advisory Committee

2014 Annual Board Meeting Minutes
Call to Order: An Annual Meeting of the MSBU was held on 6/26/2014. The meeting
convened at 6:00 P.M. and was held at the Lake Pippin Park with the
following list attendees:
Members Present: Michael Fell (Chairman), Dot Randle for Tony
Randle, Steve White & Michael Ott
Members Absent: John Forrester & Randy Anderson
Quorum Present: Yes
Others Present: Gary Brown, Jack Trevino, & Brad Everett
Discussion Topics:
1, Approval of Minutes:
a. Minutes of the 2013 Annual Meeting of the MSBU were approved. Copies are
available upon request.
2. Financial Report
a. Mr. Fell distributed a Balance Sheet along with a Revenue and Expense report he
had prepared from the last P&L he received from an Accounting Clerk, with the
Okaloosa County Clerk of Circuit Court. Mr. Fell indicated that no expenses have
been accrued or paid in 2014 and that he was waiting on an updated report.
According to the records posted on the Tax Collector's website, the county
collected $10,805.50 in from lot owners in 2013. This was out of a projected total
of $11,200. The difference was due to owners paying their assessments early and
getting the up to 4% discount offered by the county for early payment of taxes.
The fund balance should be approximately $64,365 at the beginning of the year
and $75,229 as of 12/31/13.
3. Channel Status
a. Mr. Fell reported that the channel was in good condition but the water depth was
getting shallow due to accumulation of sand in the channel. Hopefully it will not
require dredging again until 2015, unless we have a major storm.
4. Officer Nominations & Elections:
a. No nominations for any new members were submitted and no current members
resigned. All current members accepted another term as a member of the board.
5. Non-Ad Valorem Channel Maintenance Assessment:
a. Mr. Fell distributed an updated reserve study he prepared that was based on the
prior 15 years of expenses and a projection of the cash flow required for the next
20 years. According to the study the MSBU will have a positive cash flow up until
Year 2030 if they continue to only fund $400 per lot per year. In order to ensure
they keep a positive cash flow beyond 2030, they need to increase the annual
assessment to $497 (one-time increase), or 2.48% annual increase, or $25 each
year.
i. Motion: Moved by Michael Ott and seconded by Steve White to increase the
assessment to $425 per Owner.
Motion Carried 4 to 0 (Present)
6, Other Business:
a. Mr. Everett agree to assist when it came time to dredge the channel.
Adjournment: The meeting was adjourned at 6:00 P.M.
