they are getting the service for which they are paying. Dan Peterson commented the issue is that the City is doing nothing more than throwing the recycling in the garbage even though they are recycling, and that does not make sense. The City Manager commented the issue is the City collects recycling but does not pay a tipping fee on the amount collected. She explained that for every ton taken to the transfer station, the City pays to tip the garbage truck but the City does not pay a tipping fee for the recyclables, so the City saves those dollars per ton of tipping fee. She said the transfer station then does what they want with the recyclables. She said the City has the cost for trucks, labor, maintenance on vehicles, etc., to collect the recyclables, but the City does not have to pay a fee to dispose of it. George Sims commented the City may save a few dollars on tipping fee, but the City is paying for the trucks, employees, insurance, etc., and still spending a lot of money that would not be spent otherwise. He questioned the purpose of a recycling program when it goes to the landfill. As there was no one who else wished to speak, the public hearing was closed. 1"""'" In response to the question on whether there is a mandate that the City must provide recycling service, the City Manager explained the mandate is County- wide, based on a level not on a County municipality level, to reduce what is taken to the landfill by 250/0. She said the City has done that as part of the recycling program but not at the 250,10 level; but the County is mandated to do it, not the localities in particular. In response to the question on whether there are other cities in the County not participating in recycling, the City Manager commented they all provide curbside recycling. 30 Special Council 9- 6- 06 ORD. 1711 cont Dr. Pullen moved to amend Ord. 1711 on first the recycling reading to add $111, 000 back in the budget for program, and that Section 1 be changed to reflect the comprises the total amount of $37, 790, 830 for all funds budget for FY 06/ 07 motion and it carried reported.
