If any phrase, clause, sentence, paragraph, or 259 section of this Ordinance shall be declared invalid, unconstitutional or 260 unenforceable by the valid judgement or decree of the court of competent 261 jurisdiction,such invalidity, unconstitutionality, or unenforceability shall not 262 affect any of the remaining phrases, clauses, sentences, paragraphs or 263 sections of this Ordinance. 264 65 SECTION V.
