SUBJECT: Bid Award for Emerald Coast Vacation Guide Printing
DEPARTMENT: Purchasing

STATEMENT OF ISSUE: Bids were received on February 9, 2013 from eight (8) companies,
see attached. Target Response Group (Atlanta, GA) submitted the low bid meeting
specifications in the amount of $84,988.00.
BACKGROUND: The Vacation Guide is mailed to potential Emerald Coast Visitors and
represents Okaloosa County in the Tourism Market. The order will be for 150,000 copies. The
artwork is compiled through a local company already under contract (Life's a Beach Publications
- Destin, FL). Sample print jobs were obtained for quality assurance. The low bidder was
disqualified because of quality issues. TDD is requesting approval to transfer $85,000.00 from
reserves to Acct #1151-547002 in a separate budget transfer request.
OPTIONS: Award or Reject.
RECOMMENDATIONS: Staff recommends awarding to Target Response Group in the
amount of $84,988; they being low bidder meeting specifications.
