BACKGROUND: The demolition of the five main buildings of the former Shalimar Courthouse Annex is nearly complete. The debris pile is shrinking as the remnants from the demolition activities are being hauled away. The construction of the new administration building is about to begin in earnest. To keep the construction of the new building on track to be completed sometime around mid- August of 2015, the Design-Build team needs BCC approval to the asbestos abatement contract for the abatement of some additional materials that were discovered during the abatement activities and to enter into several new contracts for the construction of the new building. Those contracts are for the site work package, concrete package, masonry package, and the structural steel package. At previous BCC meetings, the Board has given approval for the D-B contractor to move forward with letting certain portions of the project out for bids. The results of those bids are represented in this change order. This is not a funding request, it's a request for BCC approval for the contractor to enter into the contracts represented by this Change Order. RECOMMENDATIONS: (FM) Requests BCC approval of Change Order 14-04 to the D-B Contract for the new Okaloosa County Administration Building in the amount of $4,024,754.21 and authorize the Chairman to execute all related documents. BACKGROUND: At the February 4, 2014, BCC meeting, the Board approved a budget of $150,000 to renovate portions of the Sheriff's Shalimar administrative building to provide operating space for the three SO units remaining at the former annex. The remaining operations had to be out of the former annex by May 5th to allow the new construction to begin. That goal was accomplished. As the space at the Sheriff's site was renovated, it became clear that some new work stations and other furniture would be needed to optimize the utility of the renovated space. The Sheriff proceeded to purchase the needed furniture believing that those purchases were part of the renovation. However, the Board's action on February 4th didn't specifically address FF&E for the renovation project. As evidenced by the attached spreadsheet, the Sheriff has submitted over $119,000 worth of receipts for expenses incurred for the renovation. Some of these receipts predate the Board's funding of the renovation project. Sheriff's staff have said that they still have over $30,000 worth of receipts that have not yet been submitted for reimbursement. Combined, the receipts exceed the amount of funds remaining in the renovation budget. Staff recommends that the $123,058.48 remaining in the Capital Outlay (301-3160-562248) be transferred to the Sheriff's budget to offset the Sheriff's expenses related to the renovation including those expenses for the renovation that predate the Board's approval of the funding on February 4, 2014. RECOMMENDATIONS: (FM) Requests BCC approval to transfer the remaining Renovation Project Budget of $123,058.48 to the Sheriff's Budget to offset costs associated with the renovation.
