After Hurricane Opal, approximately 560' of the fencing was repaired and approximately 330' was replaced. The fence has deteriorated and is again in need of total replacement. Staff has discussed the funding of this project with the Finance Department and it was determined that the funding should be provided through the Capital Outlay Reserves Fund. The estimated cost of the project is $30,000.00 (approximately 1200' x $24.50 ft.). Task Order 11, for Sunshine State One-Call of Florida (SSOCOF) Services (AKA "line locating"), is attached for your review. BACKGROUND: The Water and Sewer Department has maintained a contract with Constantine Engineering for more than 10 years to perform line location services for responding to Sunshine State One-Call of Florida service location tickets. This project continues to authorize Constantine Engineering to perform the SSOCOF services. This project is necessary to comply with the Underground Facility Damage Prevention and Safety Act, Florida Statute 556, Sunshine State One-Call of Florida Requirements. The scope of services for this project includes professional and technical services for locating, verifying, installing permanent markers, ticket management, and line location services for responding to Sunshine State One-Call of Florida service location tickets for components of the water and sewer systems. This Task Order/Engineering Scope of Services negotiated with Constantine Engineering includes the necessary work tasks to complete the scope of work and is for a not to exceed cost of $400,000. This is an increase from FY2014 budget amount to account for the increased number of locate tickets being received over the past 18 months. Funds are available in the FY2015 budget. The amount spent on this Task Order is a direct reflection on the amount of construction occurring in our service area - when a contractor digs, by law he must notify SSOCOF, and by law the underground utilities must be marked. Staff will monitor the budget closely. If construction continues to pick up, a Task Order Revision may be necessary. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute Constantine Task Order 11, for a not to exceed amount of $400,000.00. RECOMMENDED BY: Packet Pg. 357 APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 358 Packet Pg. 359 Packet Pg. 360 Packet Pg. 361 Packet Pg. 362 Packet Pg. 363 Packet Pg. 364 Packet Pg. 365 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 2, 2014 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Constantine Task Order 12 DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: OCWS staff requests BCC approval for Constantine Engineering Task Order 12 per the terms of Contract #C13-2068-WS for a total not to exceed cost of $125,000. Task Order 12, for Subsurface Utility Engineering Services (AKA "SUE" or "mapping"), is attached for your review. BACKGROUND: OCWS staff has a need for Constantine Engineering to assist the County to perform services for collecting information and data about buried and above ground components of the water and sewer system. The Water and Sewer Department staff uses this information and data daily to protect the existing utilities, plan for future growth, react during emergencies to minimize service outages, and to plan for preventative maintenance and scheduled repair/replacement of these assets. This Task Order provides professional and technical services for locating, verifying, installing permanent markers, and acquiring information and data for components of the OCWS System. OCWS continues to collect information and data regarding the water and sewer system to populate the geographic information system (GIS) and to develop maps of the existing water distribution and wastewater collection systems. To date, Constantine has performed these SUE services to locate, map, and document the water and sewer assets associated with approximately 558 miles of water lines, 115 miles of sewer force mains, and 30 miles of gravity sanitary sewer. Greater than 23,750 water and sewer assets, including buried pipelines, fittings, valves, water meters and fire hydrants have been located, mapped using sub-meter accuracy and uploaded into the County's GIS data base. This accurate information about the existing system allows the County to maximize the capacity of the existing systems to meet current and future demands while minimizing the investment in new assets. The County's engineering staff and consultants rely on this information to evaluate the availability of water and sewer services and their capacity to deliver these services to existing and new customers. Accurate, up-to-date information, data and maps enable the Water and Sewer Department to more efficiently identify, mark, and therefore protect the County’s water and sewer assets. Every year, careless construction activities damage buried water and sewer pipelines and valves. Up to-date maps allow the County to react quickly during emergencies to isolate damaged areas from the rest of the system and thereby minimize the impacts of system outages on other non- affected customers. Accurate information that is easily assessable will improve the ability of staff to protect these assets. This Task Order/Engineering Scope of Services negotiated
