well as all other regional City, County, and applicable State Law Enforcement Agencies individually enter into an annual Memorandum Of Understanding ( MOU) with the United States Marshals Service USMS or Marshals Service) for the Northern District of Florida. The Marshals Service provides the MOU for signature by the Chief Law Enforcement Officer of the jurisdiction, which is in our case the Chief of Police. 1. 2. The Operational Memorandum of Understanding ( MOU) was established as a continuing document, with a provision for cancellation by either party. 1. 2. 1. Only an MOU numbered document establishing the maximum reimbursable amount from USMS will be signed anew, annually, for the purpose of identifying, and agreeing to, the limit established by the Marshals Service. 1. 2. 2. Please find the attached copy of an addendum to the USMS MOU numbered VFTF -10 - 1706. 1. 2. 3. This MOU addendum provides that USMS will compensate the City of Fort Walton Beach Police Department for actual overtime expenses, not to exceed 15, 572. 00 per officer, per year. Such reimbursements are contingent upon proper invoicing procedures. 1. 2. 4. This MOU numbered document provides that the maximum amount that the USMS will compensate the Fort Walton Beach Police Department for actual overtime expenses in FY -2010 will not exceed $ 30, 000. 00 in total. Again, such reimbursements are contingent upon proper invoicing procedures. 1. 2. 5. The operational MOU provides agreement between FWBPD and USMS for participation in the Marshals Service District Task Force ( DTF) and agreement that direction and coordination for the DTF will be the responsibility of the USMS Task Force Chief. 1. 3. The Fort Walton Beach Police Department has participated in this program with the United States 'Marshals Service for more than eight years, since October, 2001. 2. Discussion: 2. 1. MOU documents providing for overtime payroll reimbursements require Council approval and authorization by Council for the Chief of Police to sign it. This is an annual addendum for the existing operational MOU. A newly numbered appropriations document is to be executed annually to reflect agreement on the maximum amount of reimbursement during the fiscal year. This document is for Fiscal Year 2010. 3. Financial: 3. 1. It is in the best interest of the City of Fort Walton Beach and its citizens for the police department to work well with other law enforcement agencies, including the United States Marshals Service. It is prudent to have a current Memorandum Of Understanding MOU), to guide the actions of the various agencies as they work together, and to annually execute an addendum to establish agreement on the amount of appropriations / reimbursement agreement. 4. Recommendation: 4. 1. I recommend -that Council approve the Fiscal Year 2010 appropriations document, set at a maximum of $ 30, 000. 00, and authorize the Police Chief to execute the document. No rate increase proposed at this time Agenda Item Number: 33 CITY OF FORT WALTON BEACH MEMORANDUM DATE: January 15, 2010 TO: Robert T. Mearns, City Manager FROM: Fran Diedrich, Administrative Services Director SUBJECT: Dental Insurance Renewal 1. Background 1. 1 The City provides its full -time employees with dental insurance coverage as part of their benefit package. The City contributes 75% towards the cost of dental coverage with the employee contributing 25% through payroll deduction. Eligible retirees and COBRA enrollees may participate in this program with no contribution by the employer. 1. 2 In March of 1997, the City changed its traditional, fully insured, tiered dental plan to a self -insured dental program. This program, offered through Dental Decisions, provides for the payment of claims through a Third -Party Administrator ( TPA). The current program involves a $ 12. 00 co -pay per office visit and $ 17.00 co -pay for non -participating dentists, and is structured to pay 100% of the first $ 150. 00 incurred charges, 80% of the next $ 200.00, and 50% of the remaining $ 1, 000. 00 per year benefit. Since the inception of the City' s self -funded dental program, few adjustments have been necessary in the employer and employee rates and co -pays. 2. Discussion 2. 1 In an effort to standardize all insurance contracts with the City' s budget year October- September), we are proposing a contract period of March 2010 through September 2010. During this reduced contract period, the plan will be structured to pay 100% for the first $ 80. 00 incurred charges, 80% of the next 120. 00, and 50% of the remaining $ 600 per period benefit. A new contract period will begin in October of 2010, and staff will propose returning to the standard annual pay structure addressed in section 1. 2 of this memorandum. 2. 2 For the claim year March 1, 2009 through February 28, 2010, we anticipate claims paid to be $ 164, 542. This amount is calculated from actual claims paid for nine ( 9) months annualized for the twelve ( 12) month claim year ( see exhibit A for details). This exhibit also identifies that premiums with no rate increase for the seven month period (contributions made by the employer, employee, and retirees) will be $ 97,267. Estimated premiums are anticipated to meet expected claims. The current fund balance of $54, 070 in our self insured - program would 15- provide sufficient funds should a fluctuation in claims occur. Staff will continue to monitor claims during the plan period. 2. 3 Current rates are as follows: Monthly Rates Employer ( 75 %) Employee ( 25 %) Total Single 14. 99 5. 00 19. 99 Family 42. 95 14. 32 57. 27 3. Financial 3. 1 Funding for the anticipated contract was approved during the City' s budget process and is provided in each department' s personal services line item. At
