the downtown area.
3. 4.2.5. Objective I.3. 9 — Growth Management and Infrastructure. The City of
Fort Walton Beach will work actively to provide a diversified and
desirable environment necessary to attract and retain the
commercial/ industrial and businesses sectors serving existing industry,
tourists, seasonal residents, and the permanent population while
maintaining a high standard of living. To attract businesses which
strengthen existing industry, the public services and City characteristics
that will be supported include an exemplary public education system;
moderate local tax rates; adequate utilities, improved bicycle and
pedestrian infrastructure; consistently enforced land use regulations,
quality parks and recreation facilities; quality health care; environmental
resources; and effective public safety.
Staff Comment. The proposed land use classification will serve tourists,
seasonal residents and the permanent population by offering alternative
modes of transitfrom the automobile for both recreational use and daily
transit in and around the downtown area. The use will be designed and
co- located to encourage pedestrian foot traffic as well as automobile
customers.
14.2. 6. Objective A.2 —The City shall implement the Land Use Plan and Zoning
Plan provisions of the CRA Plan Update, including the Urban Master
Plan and Design Guidelines for the CRA Area to precipitate the
redevelopment and renewal of blighted or under -utilized areas in the
redevelopment area, and revise the Land Development Code accordingly
to include such provisions by June 18, 2001 ( Reference Policy A.1. 1).
Staff Comment: Disassociating personal motor vehicles from automotive
sales will allow water- related businesses to rent and sell jet skis and
other personal water -related craft, not to include boat sales. In addition,
the change will precipitate the redevelopment of areas to operate
motorsports rentals and sales as an alternative means of transit to the
automobile in and around the downtown area.
3. 4. 2. 7. Objective A.3 — The City shall implement new land planning guidelines
that will carefully orchestrate new development and redevelopment,
preserve the historic aspects of the community, maintain its existing
family -oriented residential character, provide adequate open /green
space, encourage pedestrian/ bicycle linkages, provide a balanced,
healthy economy, while protecting the natural settings and protecting the
natural environment.

3.4.3. Staff Conclusion: The request is consistent with the policies of the Future Land
Use Element that support land uses in the MUMS land use designation.
4. STAFF FINDINGS:
4.2.There are no zoning districts in which " Motorsports Rentals and Sales" are a permitted
principal use within the City. The use is currently agglomerated in the classification
Auto ' and Vehicle Sales" which is not permitted in any mixed use zoning district.
Therefore, in a tourism- oriented multimodal district, the rental and sales of personal
mobility vehicles including jet skis, motor scooters, and motorcycles are not presently
permitted.
4.3. Staff finds that disassociating personal motor vehicles from the larger, more intense
automobile classification within the MUMS District provides further transportation
choices and opportunities for tourists in the Downtown area.
4.4.It is accepted zoning practice to include Motorsports Rentals and Sales in mixed use
urban core areas which encourage pedestrian linkages, tourism and multimodal transit:
However, special consideration must be given to ensure the commercial and vehicular
intensities are compatible with the district. If permitted, Motorsports Rentals and Sales
should only be allowed as a conditional use to ensure the use is consistent with the goals,
objectives and policies of -the Comprehensive Plan, ensure the conditional use is
consistent with the character of the immediate vicinity of the land proposed for
development, and designed so that it is consistent with the harmonious development of
the zoning district in which it is proposed.
5. RECOMMENDATION:
5. 2. Based on the above analysis, Staff recommends that the changes to the MUMS District in
Ordinance No. 1794 are sufficient to allow the proposed use classification— Motorsports
Rentals and Sales —while providing reasonable standards as safeguards against potential
land use incompatibility issues.
5.3. Staff further finds the request consistent with policies of the Comprehensive Plan.
5.4.The Municipal Planning Board may:
5.4. 1. Recommend that City Council approve Ordinance No. 1794; or
5. 4.2. Recommend that City Council not approve Ordinance No. 1794.
