Maybe if we include them in each of the disturbing smalls of recent and ongoing issues that this city is dealing with involving the " homeless' maybe they will realize that they are possibly part of the problem. I doubt it but at least they would be aware! The issue that Tara Wesley described is extremely alarming and discusting. I think CONSTANT foot patrols downtown is necessary not just pretty afternoon foot patrols. Possibly a small substation ( inexpensive temporary building) placed at the landing or other downtown city property for them to rest and work out of, and constant foot patrols of not only the streets but empty lots etc.. lets call it 12/ 22/ 2011  Page 3 of 3 constant homeless contact. I' m sick of it. You and the Chief need to figure out an immediate plan of action! The problem is only becoming more severe. I know you are working this but I want this addressed publicly. We have to at least let the community know we are working on it for them. If you need to agenda this for the retreat do so, but we might need a workshop of action on this item alone at a later date.
