BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Insituform Technologies Change Order #1
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: Approve Change Order #1 to add additional scope of work for the
rehabilitation of gravity sewer (Phase II of maintenance contract).
BACKGROUND: An annual maintenance contract with a two year initial contract period for
the rehabilitation of gravity sanitary sewer was awarded on April 17, 2012. The initial phase was
completed in 2012-2013 and consisted of relining over 7,000 feet of main trunk line sewer and
11 point repairs on Okaloosa Island (predominantly, the remaining main sewer line that runs the
length of Santa Rosa Blvd). The lines that were repaired are the original sewer lines installed by
the former Okaloosa Island Authority in the 1960s and are constructed of terra cotta pipe in 4’
sections. Most of the joints in these sewer lines were found to be leaking groundwater into the
sewer system during an inspection program several years ago. The repair of the lines has cut
down on the amount of groundwater being unnecessarily treated at the Arbennie Pritchett Water
Reclamation Facility (conserving capacity) and will prevent future potential subsidence of the
ground surrounding the leaking lines. OCWS staff is satisfied with the quality of work
performed on the original phase and is ready to add to the contract, to facilitate the rehab of more
gravity sewer.
The next phase (Change Order #1) will consist of pre-rehabilitation cleaning and CCTV
inspection of an additional 45,000+ LF of gravity sewer previously identified as problematic,
primarily on the Island and in the Ocean City/Wright areas. In addition, two heavily corroded
cast iron pipe lines (one under Eglin Parkway in Shalimar) will be cleaned with specialty
equipment, then relined in this phase.
The original contract was awarded to Insituform Technologies LLC in the amount of $288,383.
This change order will add $193,820.00 to the original contract, for a revised contract total of
$482,203. The Change Order Form and project breakdown spreadsheet are attached for your
review. No change in contract time is needed for this change order. Although this is called a
"change order", no changes are being made to the contract terms and conditions, time, or unit
prices; this change order simply adds scope/quantities, as was originally intended to be Phase II.
OPTIONS: Approve or deny.
RECOMMENDATION: OCWS requests BCC approval to authorize the Chairman to execute
Change Order #1 to Contract # C12-1955-WS with Insituform Technologies LLC, adding
$193,820.00 in scope of work for the rehabilitation of gravity sewer (Phase II of maintenance
contract).

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: MSBU/MSTU Policy Revisions
DEPARTMENT: Public Works
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff has recently received several requests from the public to
establish road construction MSBU/MSTU's and found room for innovation and improvement in
the existing policy.
BACKGROUND: Commissioner Boyles' office has received several inquiries in the past
months for establishment of road construction MSBU/MSTU's. Upon beginning the project
feasibility review for these projects, several areas were found for improvement in the process,
along with the County's role in the construction and management of projects that would make the
projects more likely to be successful.
Commissioner Boyles, having been involved heavily in the meetings with the interested citizens’
groups, offered the opportunity to coordinate the proposed revisions. In essence, the revised
policy reflects set time frames for establishment of the MSBU/MSTU's, and provides cost
incentives in the form of providing County equipment and labor for construction, if projects are
built to County paved road standards including providing the necessary right-of-way by
landowners along with the project.
Staff believes that these changes will help define the processes more clearly and, in consideration
of the labor incentives being offered, will give these projects every possible chance of being
successful.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Staff requests Board approval of the amended MSBU/MSTU policy
to include provisions for the construction of new roadways and other ancillary revisions as
included herein.

INTRODUCTION
The Okaloosa County Board of County Commissioner's Municipal Services Benefit Unit
(MSBU) Program is a community self-help program. It provides a vehicle by which
communities may enhance their efforts to secure quality construction of essential
improvements. The success of the program is directly related to the cooperative effort
of each resident, the community and the County.
Municipal Services Benefits Units (MSBU)
Municipal Services Benefits Units (MSBU) are special assessment districts created by
the Board of County Commissioners under the authority of Florida Statutes 125.01.
Under this Statute the Board has the authority to create special districts to provide a
variety of services including fire protection, street lighting, transportation and drainage,
etc. The services or improvements within the MSBU must specifically benefit the
property owners to be assessed for the improvements or services. MSBU Special
Assessments are collected through the "Uniform Method of Collection" as authorized in
Florida Statute 197.3632 and are billed along with other Property Taxes each
November. The method of collecting for some of the assessments will be
reimbursement through municipal or Okaloosa County Water and Sewer utility billing.
Role of the Citizens Participating in the MSBU
It is the responsibility of the citizens within the proposed MSBU to organize support for
the MSBU, prepare the petition for submittal to the Board of County Commissioners and
develop the general scope of work for what the MSBU will accomplish. Specific
requirements of the petition, fees, and other submittals will be discussed in detail in the
document below.
Role of the Board of County Commissioners and Staff
The Board of County Commissioners acts as the governing body of the districts. The
Board must adopt the MSBU budget, establish the level of services to be provided, and
levy the special assessment to pay for the services. County staff is responsible for
preparation of resolutions, ordinances, scheduling required public hearings and
publishing required legal and display notices in the newspaper. County staff mails a
notice to each property owner in the first year a special assessment is levied.
Role of the Property Appraiser
The Property Appraiser provides to the Board of County Commissioners information
