holiday test regardless of the mil thickness applied to the tank. D. Preparation and Painting the Tank Exterior 1. Surfaces to be Painted All exterior surfaces of the tank, including the bowl, tower, rods, turnbuckle threads, bolts, nuts, pins, brackets, seams, corners, base, pedestals/pillars or legs, manhole neck of the roof vent, etc., shall be cleaned and painted in accordance with the paragraphs in this section. 2. Irregular Surfaces a. Any burns, weld splatter, rough welds, weld overlap, bolts, sharp edges, or corners of any areas disturbed or installed by the CONTRACTOR'S operations which would cause difficulty in achieving a defect-free coating shall be chipped and/or ground smooth. b. Any pinholes or voids in exterior welds shall be filled with an epoxy seam sealer. It is not the intent to have these irregular surfaces chipped and/or ground flush. The objective of the chipping, grinding and/or seam sealing is to eliminate irregular surfaces to provide a surface that is sufficiently smooth for the application of a uniform thickness coating without voids. This chipping, grinding and/or seam sealing is considered incidental to the exterior painting and is to be included in the Base Bid. 3. Cleaning Tank and Debris Removal a. The surfaces described in paragraph 3.05.D.1 shall be cleaned to a degree of cleanliness equivalent to SSPC-SP6, Commercial Blast Cleaning by a method approved by the ENGINEER and OWNER. b. A sample area of minimum size 2’x 2’ will be cleaned to a degree of cleanliness equivalent to SSPC-SP 6, Commercial Blast Cleaning as agreed by the ENGINEER and CONTRACTOR. After agreement as to degree of cleanliness, the sample area shall be clear coated and used as a template for the remainder of the cleaning for this portion of the tank. 4. Coating Application a. The approved coatings for the exterior surfaces are intended to comply with the requirements of AWWA D102-11 Outside Coating System No. 4 (OCS-4, Modified). Acceptable manufacturers and products are shown in the coating schedule. The CONTRACTOR must submit certifications indicating compliance with the specifications. Repair & Paint 009870 - 25 Countryview & Bluewater Tanks (2014) Job No. 41-459 Packet Pg. 278 b. Not later than eight hours and before the formation of rust, the cleaned surfaces (SSPC-SP6) shall be primed with the specified primer. c. Should any area exist where the intersection of two (2) members does not allow the complete cleaning of the intersection and the members cannot be separated for cleaning (such as anchor bolt washers, clevises, turnbuckles, etc.), these intersections shall be post-primed with an aluminum platelet pigmented material suitable for marginally cleaned surfaces. The material shall be Tnemec 1 Omnithane, or other material approved in writing by the ENGINEER and recommended by the manufacturer of the exterior paint system. d. Following the prime coat application, the exterior surfaces shall receive two intermediate coats and a finish coat of paint. The colors for the intermediate coats shall be slightly darker than that chosen for the finish coat, being dark enough and different enough from one another to visually assure application and coverage of each subsequent coat, yet light enough to allow proper hiding of the intermediate coats of paint. 5. Recoat Cycle a. The CONTRACTOR shall review the manufacturer's published product data for maximum recoat times for the interior coating system selected for use. b. If the maximum recoat window is exceeded prior to application of the succeeding coat, then the CONTRACTOR shall prepare the interior surfaces in accordance with the manufacturer's published product data prior to the application of the next coat. c. The cost of this additional surface preparation shall be borne by the CONTRACTOR with no additional cost to the OWNER. d. The Contract Time shall not be increased as a result of this additional surface preparation. 6. Curing a. Each coat shall be properly cured before the application of any subsequent coats. b. The interior wet area coating shall be completely cured and the tank shall not be filled with water until approved by the ENGINEER and OWNER. c. The exterior dry coating on the opposite side of water bearing surfaces shall be completely cured and the tank shall not be filled with water until approved by the ENGINEER and OWNER. d. Solvent rub tests, pencil hardness tests, or other industry recognized testing procedures shall be used as recommended by the manufacturer. e. The CONTRACTOR shall monitor the torus bottom plate temperature during the interior coating curing to verify that minimum steel temperature requirements are satisfied.
