intermediate painting to avoid damage to the topcoats from adjacent cleaning operations. b. The primer shall not be applied closer than 6" to the edge of a surface yet to be cleaned. c. If the re-coat cycle of the primer prevents completing cleaning and priming of the tank before applying the intermediate coat, then the CONTRACTOR shall submit, in writing, a schedule for coating application which will avoid damage to the intermediate and finish coats when applied close to uncleaned surfaces. 10. Piping a. The CONTRACTOR shall be responsible for assuring that no foreign material including, but not limited to paint, abrasive, rags, or tools enter the inlet/outlet, drain, or overflow piping during the prosecution of the Work. b. Any material found in this piping at the time the tank is placed back into service shall be removed at the expense of the CONTRACTOR. To aid in preventing the entrance of foreign material, the CONTRACTOR shall drain the pipe and either lower the protective cover to the top of the pipe, tack weld a plate over the inlet/outlet pipe or place an expandable plug in the pipe. Repair & Paint 009870 - 21 Countryview & Bluewater Tanks (2014) Job No. 41-459 Packet Pg. 274 c. If a plate is tack welded over the pipe, the plate shall completely cover the pipe and shall not be removed until the interior and exterior painting is complete. After the plate is removed the damaged areas of coating and weld burrs shall be ground smooth and recoated in accordance with the applicable paragraphs in these specifications. d. If an expandable plug is inserted in the pipe, the plug shall be placed approximately 18" down in the pipe to allow for proper coating of the inlet/outlet pipe. 11. Air Dryer for Compressor a. Use air dryers sufficient to remove 98% of the moisture from the compressed air. Size the dryers based on total cfm using manufacturer supplied charts. Upon request, supply charts to engineer for verification. b. If the fan is not operable, cease all blasting until the dryer is replaced or repaired. c. Supply air dryer with an air draw-off valve to check air for dryness, oil contamination and cleanliness on the outlet side of the air dryer. d. For cleaning operations, draw clean air from the outlet side of the air dryer. C. Preparation and Painting the Tank Wet Interior 1. Surfaces to be Cleaned and Painted: All interior wet surfaces including the roof, manholes, roof vent flange access tube, etc., shall be cleaned and painted in accordance with the requirements of this section. 2. Cleaning Tank and Debris Removal a. The OWNER will remove all water from the tank which will drain by gravity through the drain line. b. The CONTRACTOR shall remove all standing water, mud, and debris from the tank prior to starting work 3. Surface Preparation a. The interior surfaces mentioned above in Paragraph 3.05.B.1. shall be cleaned to a degree of cleanliness equivalent to SSPC-SP10, Near-White Blast Cleaning by a method approved by the ENGINEER and OWNER. b. Before the formation of rust and after observation of the surface by the ENGINEER, all cleaned surfaces shall be primed as specified. Prior to the application of the finish coat, all seams, rough areas, deviations from smooth surfaces, pits, bolt heads and nuts, remains of erection lugs and scars, and corners shall be primed by brush (stripe coat at 2.0 - 4.0 mils) with the primer, Repair & Paint 009870 - 22 Countryview & Bluewater Tanks (2014) Job No. 41-459 Packet Pg. 275 followed by the finish coat. c. A sample area of minimum size 2’x 2’ will be cleaned to a degree of cleanliness equivalent to SSPC-SP10, Near White Blast Cleaning as agreed by the ENGINEER and CONTRACTOR. After agreement as to degree of cleanliness, the sample area shall be clear coated and used as a template for the remainder of the cleaning for this portion of the tank. 4. Seam Sealer a. After cleaning, seam sealer is to be applied to the roof vent intersection, roof manhole, tank manhole intersection, piping intersections, and the lap seams to seal these intersections from moisture. It shall be applied in a workmanlike manner, being beveled at approximately 45 degrees. b. The cost of this seam sealing is to be included in the Base Bid. c. At the CONTRACTOR'S option Filler (see section 2.05, above) and Surfacer may be applied after the priming of the surface, providing no rust has formed on any un-coated surfaces (such as crevices between plates). 5. Coating Application a. The approved coatings for the interior surfaces are intended to comply with the requirements of AWWA D102-11 Inside Coating System No. 3 (ICS-3, Modified) with the dry film thickness as specified in the coating schedule. Acceptable manufacturers and products are shown in the coating schedule. The CONTRACTOR must submit certifications indicating compliance with the specifications. b. Not later than eight hours and before the formation of rust, the cleaned surfaces (SSPC-SP10) shall be primed with the specified primer applied at a rate to achieve a 2.5 - 3.5 mils (min.) dry film thickness. c. The primer coat shall be inspected and approved by the ENGINEER prior to proceeding with the remaining coats. d. After approval of the prime coat a finish coat shall be applied at a rate to achieve 30.0 - 40.0 mils DFT. Roof beams, sharp edges and other difficult to coat areas shall receive 40.0 – 50.0 mils DFT.. e. The total dry film thickness for the two (2) coat system shall be a minimum of 32.5 mils. All roof beams, sharp edges and other difficult to coat areas shall have a minimum of 42.5 mils DFT. f. Paint shall be applied strictly in accordance with the manufacturer's recommendations. 6. Re-coat Cycle a. The CONTRACTOR shall review the manufacturer's published product data for maximum re-coat times for the interior coating system selected for use. b. If the maximum re-coat window is exceeded prior to application of the Repair & Paint 009870 - 23 Countryview & Bluewater Tanks (2014) Job No. 41-459 Packet Pg. 276 succeeding coat, then the CONTRACTOR shall prepare the interior surfaces in accordance with the manufacturer's published product data prior to the application of the next coat. c. The cost of this additional surface preparation shall be borne by the CONTRACTOR with no additional cost to the OWNER. d. The Contract Time shall not be increased as a result of this additional surface preparation. 7. Curing a. Each coat shall be properly cured before the application of any subsequent coats. b. The interior wet area coating shall be completely cured and the tank shall not be filled with water until approved by the ENGINEER and OWNER. c. The exterior dry coating on the opposite side of water bearing surfaces shall be completely cured and the tank shall not be filled with water until approved by the ENGINEER and OWNER. d. Solvent rub tests, pencil hardness tests, or other industry recognized testing procedures shall be used as recommended by the manufacturer. e. The CONTRACTOR shall monitor the torus bottom plate temperature during the interior coating curing to verify that minimum steel temperature requirements are satisfied. 8. Ventilation a. Forced ventilation shall be supplied to the interior of the tank for a continuous period of at least 48 hours after the final coat has been applied. b. Adequate ventilation of the tank bottom and other low lying areas of the tank shall be provided by the CONTRACTOR as required for solvent release and coating cure. This ventilation shall, at a minimum, be in accordance with AWWA D102-06. c. The CONTRACTOR shall furnish, install and operate the equipment that is necessary to provide forced ventilation to aid curing. d. If supplementary heating or dehumidification is required to effect curing, the CONTRACTOR shall furnish, install, and operate the equipment to perform the supplementary heating or dehumidification required at no additional cost. 9. Testing a. All interior wet coatings, including those above the high water level, shall be checked with a wet sponge low voltage holiday detector. b. Testing shall be done in accordance with Section B.9.3 of AWWA D102-06 in the presence of the ENGINEER. c. Any voids indicated shall be repaired by applying more of the finish coat of paint by brush or roller.
