B. The Containment Enclosure shall be at minimum as follows: Repair & Paint 009870 - 13 Countryview & Bluewater Tanks (2014) Job No. 41-459 Packet Pg. 266 1. A retractable enclosure to completely surround (around and under) the blasting, priming and coating operations. The ground cannot be used as the bottom of the enclosure unless completely covered with suitable containment material that retains 100% of the residue. 2. Constructed of flexible materials such as containment screens (specifically designed for this purpose). The floor may be containment screening or of rigid materials such as overlapping plywood fastened in place. 3. Maintained free of tears, cuts or holes. 4. Have seams overlapped a minimum of 6" and fastened together at 12" centers or fastened and overlapped in a manner that insures a tight seal which does not allow openings between the screens in the containment. 5. With sides extending past the top of and enclose the roof of the tank. 6. With a top bonnet capable of containing dust, debris and coating materials being removed. 7. Retractable or moveable in a carousel fashion such that: a. Lowering shall require no more than 10 minutes b. Raising shall require no more than 15 minutes. C. It is the CONTRACTOR’S responsibility to insure the feasibility and workability of the containment system. D. The CONTRACTOR shall ensure that no cleaning/blasting debris, overspray or coating droplets escape to the atmosphere. The ground surrounding the tank shall be protected from all debris and other materials generated in the cleaning operations. E. The CONTRACTOR shall be responsible for all materials that are used and for any apparatus used to contain debris, overspray, and coating droplets. F. The CONTRACTOR shall perform his operations and work schedule in a manner as to minimize leakage of the containment system. The containment system shall be properly maintained and shall not deviate from the approved drawings, without the ENGINEER’S approval. G. If at any time during the execution of the work, the containment system fails to function satisfactorily, the OWNER reserves the right to stop work and the CONTRACTOR suspend all operations, except those required to minimize adverse impact on the environment or property. Operations shall not resume until modifications have been made to correct the cause of failure. Modifications shall be approved by the ENGINEER. The OWNER further reserves the right to stop work or to require additional or different enclosure methods, if the CONTRACTOR’S operations create a nuisance beyond the tank site property line in the sole opinion of the OWNER, the ENGINEER, the OWNER’S designated representative, any regulatory agency, or neighbor. Repair & Paint 009870 - 14 Countryview & Bluewater Tanks (2014) Job No. 41-459 Packet Pg. 267 H. The containment system and all accompanying support brackets and rigging shall be designed by a professional engineer and appropriately signed and sealed per applicable rules and regulations. A professional engineer registered in the State of Florida shall provide a statement that the containment system will not exceed the structural loading capacity of the tank when fully erect. I. The containment system utilized on the tank shall be designed not to impose excessive loading on the tank, tower and tank appurtenances. Any damage done to the tank or tower as a direct or indirect result of the enclosure system shall be repaired by the CONTRACTOR at no additional cost to the OWNER. Neither the ENGINEER nor the OWNER assume any responsibility for the structural ability of the tank and tower to support the enclosure system. J. All equipment shall be parked on ground covers free of cuts, tears or holes to prevent contamination of pavement or soil and to protect area under and around equipment. K. If tarps are used as part of the enclosure, the tarps shall be an impervious, solid, flame- resistant material, reinforced with a fiber mesh and shall allow as much light as possible to pass through the material. L. The existing paint being removed from the tank may contain lead and chromium. The CONTRACTOR shall bear all responsibility to assure that workers take proper safety precautions when working in a lead and chromium abatement environment. M. Dust Collectors - Air Filtration Units: 1. Furnish and use a dust collector(s) during all blasting work. 2. Units to be equal in filtration capacity to Eagle Industries dust collectors. Other units may be approved as equal, but their substitution will be evaluated on efficiency at 0.5 micron size and airflow movement. 3. Unit shall be 40,000 cfm minimum. 4. Furnish HEPA filters for dust collection. 5. Number of dust collectors shall be sufficient to supply a 50 ft/minute downward draft at most areas. An average may be considered. Determination of actual containment plan will be the deciding factor. Calculations of airflow shall be included in the containment submittal. 6. CONTRACTOR shall use only new filters or filters that are certified clean. N. All costs of providing the containment system (including air filtration) shall be included by the CONTRACTOR in the Base Bid. 3.5 REPAIRING THE TANKS Repair & Paint 009870 - 15 Countryview & Bluewater Tanks (2014) Job No. 41-459 Packet Pg. 268 A. Grout Repair 1. The grout which is between the base plates and the concrete foundations shall be tested by the CONTRACTOR under the observation of the ENGINEER by using a sharp 16 oz. hammer. 2. Any missing or loosened portions of grout shall be replaced with a non-shrinking, non-staining, high-strength structural grout material. 3. The final contour of the grout shall be vertical and flush with the edge of the base plates, and shall not overlap outside the edge of the base plates. 4. After the grout has hardened sufficiently for the application of a curing compound, a water-based curing compound shall be applied to the exposed grout surfaces. 5. After cleaning and painting, any separation between the base plates and the grout greater than 1/32" and less than 5/32" shall be filled with elastomeric sealant. B. Welding Repairs 1. All welding repairs to the interior or exterior of the tank are to be made prior to all painting operations. 2. No welding or flame cutting through the existing coating system shall be permitted, unless adequate worker protection is provided in accordance with the instructions in ANSI Z49.1, "Safety in Welding and Cutting." 3. Any resulting burrs, weld spatter, sharp edges, corners, or rough welds which would cause difficulty in applying a holiday-free coating shall be ground smooth. This grinding is considered incidental to the welding work and is to be included in the Base Bid. 4. After grinding, these areas shall be cleaned to produce the profile recommended by the manufacturer of the coating system. 5. Cleaning Areas To Be Welded a. It shall be necessary to remove the coating prior to the welding of any new items to the tank. b. All areas that have been welded and/or ground smooth shall be cleaned prior to painting to provide proper profile for the coating system. c. Areas to be welded shall be welded prior to the final cleaning and painting of surfaces within the heat-affected zone. The heat-affected zone includes the opposite side of the plate or member being welded.
