COORDINATED SYSTEMS WARRANT X 7 CRASH EXPERIENCE X 8 ROADWAY NETWORK X 9 INTERSECTION NEAR A GRADE CROSSING X A right-turn lane analysis was conducted utilizing Figure 2-6 of NCHRP Report 457 to determine the need and appropriateness of a full length right-turn bay for the northbound and southbound approach of State Road 189 Beal Parkway) at First Street. This analysis was performed during the critical volume hours at this location. According to Figure 2-6 of NCHRP Report 457, a full length right-turn lane is not justified in the current stop-controlled configuration. TABLE 8 NCHRP REPORT 457 NORTHBOUND RIGHT-TURN LANE EVALUATION Page 8 of 24 SR 189 (Beal Pkwy.) at First St. Section No. 57110, Okaloosa County August 30, 2022 TABLE 9 NCHRP REPORT 457 SOUTHBOUND RIGHT-TURN LANE EVALUATION Figure 2-4 of NCHRP Report 457 was used to determine the appropriateness of additional turn lanes on the minor side street approaches of First Street. This analysis was performed during the critical volume hours at this location in both the AM and PM peak periods. As depicted in Table 10, no additional side street lanes are justified given the existing stop-controlled condition. TABLE 10 NCHRP REPORT 457 SIDE STREET LANE EVALUATION As stated in the Site Characteristics section, there is an existing dedicated southbound left-turn lane and an effective northbound left-turn at the intersection of State Road 189 ( Beal Parkway) and First Street. The dimensions of the subject turn lane is as follows: 190-Foot Southbound Left-Turn Lane with No Taper on SR 189 (Beal Parkway) 150-Foot Effective Northbound Left-Turn Lane with No Taper on SR 189 (Beal Parkway) Page 9 of 24 SR 189 (Beal Pkwy.) at First St. Section No. 57110, Okaloosa County August 30, 2022 The SimTraffic application of the Synchro 9 software package was used to determine the adequacy of the existing turn lanes in both the AM and PM peak periods. Five traffic simulations were conducted and averaged for the displayed results. Each simulation was one hour in duration with three-minute model seedings. As depicted in Tables 11 & 12, the storage capacity of all the existing turn lanes at the intersection of State Road 189 (Beal Parkway) and First Street meet or exceed the current vehicular demand in both the AM and PM peak periods. TABLE 11 QUEUING ANALYSIS OF EXISTING TURN LANES AM PEAK TABLE 12 QUEUING ANALYSIS OF EXISTING TURN LANES PM PEAK Field Observations A site visit was conducted on 6/7/2022. It was observed that southbound vehicles on State Road 189 ( Beal Parkway) can spillback from State Road 30 (US 98) through the First Street intersection ( see Exhibit 2 on the following page). This spillback situation creates a transient sight distance issue when “ Good Samaritans” allow eastbound vehicles from First Street to enter the subject intersection even when there is a northbound conflict. The Exhibits on the following pages illustrate the sight distance along State Road 189 (Beal Parkway) at First Street. There are currently no projects listed on the FDOT website which would include the subject intersection. Recommendations It is recommended that the Department should construct a traffic signal at the intersection of State Road 189 Beal Parkway) and First Street operating with 6-phases with the northbound and southbound left-turn movements of State Road 189 ( Beal Parkway) regulated by Protected / Permissive Phasing with Flashing Yellow Arrows (FYA). Concurrent with the aforementioned signalization, The Department should re-stripe the northbound approach of State Road 189 (Beal Parkway) at First Street to provide a 145-foot dedicated left-turn lane.
