right-angle collisions were “ Good Samaritan”
crashes. Detailed crash diagrams may be found in the study appendix.
Table 3 depicts the results of a statistical analysis of crash rates at similar roadway facilities in District 3 over
the last five (5) years. The subject crash rates are based on crashes per estimated million vehicles entering the
State System by intersection type. In the last five (5) years, the number of reported crashes at State Road
189 (Beal Parkway) and First Street was greater than the statistical average of similar roadway facilities
in District 3.
TABLE 3
FDOT District 3 Crash Statistics Analysis
Vehicles per Day Entering Intersection = 15,337
Million Vehicles per Year Entering Intersection = 5.598
Statistical Crash Rate per Million Vehicles = 0.511
Reported Crashes in Last Five (5) Years = 35
Anticipated Number of Crashes per Year = 2.86

Four 15-minute delay samples were collected for all movements with the exception of northbound and
southbound free right-turn and thru movements. Two of the four 15-minute delay samples were taken during
the peak hours. These delays and computed average delays are shown in Table 4. Results from the delay
analysis indicate that no excessive delay is being experienced at this time.

Ten ( 10) hour turning movements were taken on 6/7/2022 using Miovision video data collection units. The
vehicular turning movements were collected from 6:00 AM to 10:00 AM, from 11:00 AM to 1:00 PM and from
2:00 PM to 6:00 PM. Of these ten (10) hours, 8:15 – 9:15 AM was determined to be the morning peak hour; and
3:15 – 4:15 PM was determined to be the evening peak hour. Table 5 denotes the hourly breakdown of traffic
volumes at State Road 189 (Beal Parkway) and First Street.

The ten ( 10) hour turning movement volumes were also analyzed using the nine MUTCD Warrants for traffic
signal installation published in Section 4C.01 of the 2009 Manual of Uniform Traffic Control Devices.
Individual Warrants that were performed for this location may be found in the study appendix. MUTCD
Warrant 1B ( 80% Eight-Hour Vehicular Volume), Warrant 2 ( Four- Hour Vehicular Volume) and
Warrant 7 (Crash Experience) was met with 100% right-turns added due to intersection geometry.
