BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 8, 2013
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: JLUS Implementation Grant Application Submittal
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: The Department of Growth Management requests the Board
approve electronic submission of a grant application to the Office of Economic Adjustment
(OEA) of the Department of Defense for a grant to support the Eglin Joint Land Use Study
Implementation project. The Department also requests the Board to authorize the Chairman to
approve all future grant documents.
The proposed grant, if approved by OEA, will retain the services of the Military Sustainability
Partnership Coordinator for a one-year period beginning March 1, 2013 through February 28,
2014. We are requesting OEA assistance since this Coordinator will work with the entire
Partnership toward the goal of implementing JLUS recommendations to support the
accomplishment of Department of Defense military missions on the Eglin AFB Reservation and
across the region.
This will be the culminating effort to wrap up the various mission compatibility and
enhancement studies and effect the implementation of the recommendations arising from BRAC
2005 for Eglin AFB and its surrounding local communities.
Local 10% match for the OEA grant will be provided by an anticipated grant from Enterprise
Florida, which has no local match requirement. The Board approved application for the
Enterprise Florida grant on December 18, 2012. The total funding and sources of funds for Eglin
JLUS implementation follow:
Office of Economic Adjustment: $76,744
Enterprise Florida: $8,527
Total: $85,271
No additional County funds are requested.
RECOMMENDATIONS: The Department of Growth Management recommends the Board to
approve electronic submission of a grant application to the Office of Economic Adjustment for a
grant to support the Eglin Joint Land Use Study Implementation project. The Department also
