(BCT) Inpatient Services will discontinue accepting new admissions on Friday March 18, 2013. The last patient(s) will be discharged no later than Sunday March 31, 2013. Inpatient Services consists of the Crisis Stabilization Unit, Detoxification Unit, Emergency Services and Food Services. For over a decade, the current, as well as projected, DCF ADM funding remains unrealistic to continue operating BCI’s Inpatient Services. The current State reimbursement rate of $293.24 is a daily rate for each bed. The actual cost to operate Inpatient Services is $516.58 per bed day, this equates to a deficit of $223.34 per bed day. The deficit for the 16 Inpatient Services beds is $3,573.44 per day. Florida’s new bed rate is expected to be paid based upon daily utilization of beds. This method ignores the staffing costs required whether there are 1 or 16 patients on the unit. Currently, BCI is disproportionately impacted with zero increase of dollars for over 15 years for indigent substance abuse and mental health services plus zero increases for inflation. Medical personnel salaries, benefits, insurance premiums, and pharmacy costs, have made it fiscally incapable for BCI to continue this service. On-going reduction of revenue does force a business to cut expenses in order to balance the budget. We have streamlined our costs through employee attrition of 170 positions from 2008/09 through December 2012 with our current average number of positions at 188 in order to re-balance Bridgeway Center, Inc.’s mission with our budget.
