STATEMENT OF ISSUE: Public Works is asking for Board approval of an Ingress/Egress
Easement to access an existing county maintained drainage easement in exchange for a Real
Property License and Land Utilization Agreement in the Homestead Manor subdivision,
Crestview, Florida.
BACKGROUND: Homestead Manor Subdivision was accepted and approved by the Board of
County Commissioners in 1997. Per the recorded plat of the subdivision, the north 30 feet of lots
7 and 8 were delineated as dedicated drainage easements for the Homestead Manor Subdivision.
This area remains at grade and is not currently utilized to convey surface water (swale) or as a
retention basin.
The current owners of Lot 8, Mr. Eric and Sonya Watt, upon seeking a permit for a portable
shed, discovered that the desired location was the county drainage easement. In an attempt to
accommodate the Watt's request for the location of the shed, it was discovered that the County
has no legal access to the existing drainage easement. Therefore, Public Works is not able to
properly maintain the area on an as needed basis. In exchange for access to the existing drainage
easement, the Watts have agreed to grant the County a 10 foot wide ingress/egress easement
along the west side of Lot 8 in exchange for permission to locate the portable shed within the
existing county easement.
OPTIONS: Approve/Disapprove the acceptance and recording of the subject Ingress/Egress
Easement and associated Real Property License and Land Utilization Agreement for Homestead Manor
Lot 8.
