June 22, 2015 100557 Mr. Jeff Littrell Okaloosa County Water and Sewer System Suite 300, 1804 Lewis Turner Boulevard Fort Walton Beach, FL 32547 Subject: Arbennie Pritchett WRF- 5 MGD Expansion Project- RFP Selection Recommendation Okaloosa County Water and Sewer Department Mr Littrell, As you are aware, under the current Request for Proposal (RFP) process for the Arbennie Pritchett Expansion project, OCWS selected three qualified D/B Teams to submit final qualification based proposals. The three firms were CDM Smith, Crowder Construction and Garney Construction. On April 17, 2015, Constantine Engineering received a withdraw letter from Crowder Construction. On May 6, 2015 a withdraw letter from Garney Construction was received. Therefore leaving only one (1) qualified firm to submit a proposal and pricing quote for the project. As a result of these circumstances, Constantine provided the County with a letter of opinion on May 20, 2015 (Arbennie Pritchett WRF- 5 MGD Expansion Project- Procurement Opinion) for moving forward with the current selection process as outline in Section 5 of the RFP. On June 5, 2015, only one proposal was received from CDM Smith in response to WS RFP 01-15 for the Arbennie Pritchett ARF- 5 MGD Expansion Project. Constantine Engineer has reviewed CDM Smith’s proposal and finds that it meets the requirements identified in the RFP and Design Criteria Package (DCP) documents and recommends bypassing the proposal presentation phase and selection committee ranking steps and to move forward with requesting approval from the Okaloosa County Board of Commissioners (BCC) to begin the contract negotiation phase with CDM Smith. The next step in the process once approval to negotiate is received will be for OCWS and Constantine Engineering to open the cost proposal submitted by CDM Smith and begin to negotiate a contract and final lump sum price.
