BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 21, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Constantine Task Order 3 Revision 1
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS has requested the services of Constantine Engineering
under Task Order 3 Revision 1 per the terms of Contract #C13-2068-WS. Revision 1 (attached)
adds $5,852.95 to the current Task Order amount, for a new Task Order total of $425,852.95 for
services performed in September 2014. Task Order 3 Revision 1, for Sunshine State One-Call of
Florida (SSOCOF) Services (AKA "line locating"), is attached for your review.
BACKGROUND: The Water and Sewer Department has maintained a contract with
Constantine Engineering for more than 9 years to perform line location services for responding
to Sunshine State One-Call of Florida service location tickets. This contract is necessary to
comply with the Underground Facility Damage Prevention and Safety Act, Florida Statute 556,
Sunshine State One-Call of Florida Requirements. On 10/1/2013, the BCC approved
Constantine Engineering Task Order 3 for FY2014 line locating services, with an amount not to
exceed $420,000.
This revision to the original task order is required to facilitate mandated services performed by
Constantine Engineering in accordance with the above-mentioned state statutes (see attached).
Additional professional and technical services associated with locating, verifying, ticket
management, and line location services were required in September 2014, which resulted in an
overage in the FY2014 budget period. The budget ceiling and ticket volume is tracked by
Okaloosa County Water & Sewer Staff and Constantine Engineering on a monthly and weekly
basis. A historical increase in ticket volume occurred in the month of September resulting in
Constantine having to respond to higher than normal requests and therefore exceeding the
original budget ceiling. This revision requests additional compensation for Constantine
Engineering, Inc. for additional services rendered retroactive to the completion of FY2014 and
not covered under the original budget amount. With the overage amount of $5,852.95, the total
revised budget ceiling is $425,852.95.
The invoice for the month of September, in the amount of $43,923.90, is attached for your
review as well. At this time, the invoice cover sheet is unsigned by County staff. Upon BCC
approval of Task Order 3 Revision 1, staff will sign the cover sheet and move forward
processing the payment. Please note that these utility location activities are required to be
performed by state statute.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
Revision 1 to Task Order 3, adding $5,852.95, for a total not to exceed fee of $425,852.95 with
Constantine Engineering. Staff also requests BCC approval of the $43,923.90 invoice for
services provided in September 2014.
