Recommended Action : Motion to authorize FLEHT Operating

Public Content
On December 8, 2025, the School Board authorized participation in the Florida Educator Health Trust (FLEHT). FLEHT provides the
Board with the opportunity to leverage economy of scale and risk sharing within the OCSD Health Plan. The Superintendent is
requesting permission to allow FLEHT to open an Operating Account and Money Market Account in the name of the school district.
The Operating Account is the day-to-day account which FSBIT will use to make payments on behalf of our district. The Operating
Account will be held by Servis1st and does not earn interest. We will deposit funds into our individual account, and all banking
transaction fees have been waived.
The Money Market Account will be used as an operating reserve account. After reaching a target balance in the Operating Account, we
will have the ability to direct FSBIT to voluntarily deposit funds in the Money Market Account. The Money Market Account will be held by
Servis1st and will earn interest at 80% of the fed rate compounded daily and paid monthly. All banking transaction fees have been
waived.
Attached are the Investment Plan Participation Agreement and the Investment Policy and Procedures Summary. The Agreement also
includes an Investment Account option, but the Superintendent is only recommending the Money Market.
