STATEMENT OF ISSUE: Re-appointment of Gerald (Gary) Miller, Raymond H. Duke, Skip Miller,
Jr., Robert Fisher, Jimmy H. Henderson II, Mike Chesser, Linda Flowers and Ray Buck to the
Construction Competency Board.
BACKGROUND: 6-291 of the Code of Ordinances (excerpted below) provides for the appointment of
representatives to construction, plumbing, and mechanical competency boards which assist the County
with implementing the provisions of the Florida Building Code and other related regulations, as well as
consider applications for trade licenses and possible disciplinary actions. Raymond H. Duke, State
Certified General Contractor; Gerald (Gary) Miller, State Certified Building Contractor; Robert Fisher,
State Certified General Contractor; Jimmy H. Henderson II, State Certified General Contractor, Roofing
Contractor, Master Plumber, Master Electrical & Master Gas; Mike Chesser, consumer representative;
Linda Flowers, consumer representative; and Ray Buck, consumer representative have all agreed to serve
another three (3) year term on the Construction Competency Board.
DIVISION 2. COMPETENCY BOARDS
Sec. 6-291. Composition; appointment of members.
The board of county commissioners shall appoint members to the three boards addressed in this
ordinance division, namely, the construction competency board, the plumbing competency
board and the mechanical competency board. The membership shall be as follows:
(a) The construction competency board shall consist of 12 members, with nine who are
engaged in business as marine, general, residential, or building contractors, specialty
contractors such as specialty structures, exterior applications, landscape, demolition, site
removal and house moving, and three who are consumer representatives.
(B) The plumbing competency board shall consist of eight members, with five who are
engaged in the business either as a plumbing contractor, a pool contractor, irrigation
contractor, or a master gas contractor, and three who are consumer representatives.
(C) The mechanical competency board shall consist of eight members, with five who are
engaged in business either as a mechanical contractor, an air conditioning contractor, a
sheet metal contractor, or a master gas fitter, and three who are consumer
representatives.
The county building official shall be an ex officio member of each of these boards, but he or she
shall have no vote.
RECOMMENDATION: Staff recommends that the Board of County Commissioners approve the re-
appointment of Gerald (Gary) Miller, Raymond H. Duke, Skip Miller, Jr., Robert Fisher, Jimmy H.
Henderson II, Mike Chesser, Linda Flowers and Ray Buck to the Construction Competency Board.
