BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: November 18, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Contract Renewal with the Florida Department of Corrections
DEPARTMENT: Public Works
BCC DISTRICT: All
Statement of Issue: Approval of Contract Renewal for use of Inmate Services in County Parks.
Background: In FY 2004, Okaloosa County entered into the first contract with Okaloosa
County Correctional Institution (OCI) to provide inmate labor to support our Parks Department.
By contracting with OCI to provide a Corrections Officer, we can utilize a prison inmate squad
numbering up to five inmates, depending on availability, and provide additional labor at a low
cost. These crews have been utilized county wide and they continue to provide additional
manpower that has allowed us to finish projects in a timely manner.
The existing contract is nearing expiration and a new contract (# WS954) has been prepared. The
new contract is for one (1) year beginning March 12, 2015. The contract has a renewal option of
one (1) additional one (1) year period. Cost of the contract renewal is $57,497.00 which is
slightly lower than last year's amount. Funds for the contract renewal were identified in the Parks
FY 2015 budget.
Options: Approve/disapprove contract renewal with the Florida Department of Corrections.
Recommendations: Approve contract renewal #WS954 with the Florida Department of
Corrections and authorize Chairman to sign contract.

DATE: November 18, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Okaloosa Island Fire District Interlocal Agreement
DEPARTMENT: Public Safety
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval of the interlocal agreement with Okaloosa Island
Fire District to provide fire protection services to County-owned properties within the Okaloosa
Island Service Area for an annual sum of $33,516.
BACKGROUND: In 1993, the Board took action to pay the Okaloosa County Island Fire
District for fire protection services provided to the properties owned by the County including the
Boardwalk and more recently the Convention Center because these properties are exempt from
the usual fire assessment fees the fire district would have collected to provide such services. The
State Auditor General noted that the agreement to provide fire protection services was never
memorialized in a written agreement. The Auditor General recommends the BCC have a written
agreement to pay for these services.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Approve the interlocal agreement with Okaloosa Island Fire
District.
